City of Martinsville City Council met August 28

Meeting 11

City of Martinsville City Council met Aug. 28.

Here is the minutes provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Melinda Lovell, John Skinner and Preston Rukes with Troy Propst absent. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit, Treasurer Teresa Connelly and attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

*Motion by John Skinner 2nd by C Davidson to approve minutes from 8-14-19 council meeting. Upon roll call vote all alderman present voted for the motion, (5)

*Motion by M Lovell 2nd by J Skinner to approve Ordinance No. 2019-8-3 titled: “An Ordinance Concerning Mayor’s Authority to Close Streets and Alleys.”

Upon roll call vote all alderman present voted for the motion, (5)

*Motion by J Skinner 2nd by C Davidson to approve Ordinance No. 2019-8-4 titled; “An Ordinance Transferring Appropriated Monies.”

Upon roll call vote all alderman present voted for the motion, (5)

The Mayor tabled discussion on the “Welcome” signs.

The council discussed different options for compensating the gas department employees for one of them being on call 24 hours per day. It was agreed they will be compensated $100 per week for the week that they are carrying the on call gas department phone and this will include reading the regulator station on the weekends, also 1 hour minimum for a call out after hours. An ordinance will be presented for the council to vote on this

PUBLIC COMMENTS:

Jordan Wilhoit addressed council concerning the house fire that was intentionally set at 417 N Ferrell Street on August 17. As of this date it is still smoldering and smelling. He questioned if ordinance violation tickets have been issued to the owner who is a city councilman and if it was going to be totally put out and cleaned up. Justin Smith was also in attendance with the same concerns. The property owner stated that it will be taken care of..

Teresa Connelly commented that she got to meet the auditors when they were here doing the audit and after they get the audit done she will try different reports to present to the council.

The Mayor let the council know he had talked to former property owner Larry Sappington at 411 N Grant about the rock drive that he put in to his garage several years ago. It was a gentleman’s agreement that he could rock and maintain the alley behind the residence to have access his garage. Therefor it is technically still a city alley but not maintained by the city.

Chris Davidson asked if the city should be looking into the marijuana licensing for municipalities and if we want to have something in place before that law goes into effect in January 2020

Melinda Lovell commented that she had attended CDI training again this year and would like to schedule an Economic Development Committee meeting soon and re-visit the TIF district incentive.

John Skinner said he met the new part time police officer and thinks he will be a good addition.

With no other public comments:

**Motion by C Davidson 2nd by J Skinner to adjourn the meeting @ 7:35PM.

All council members present voted for the motion.
