City of Tuscola City Council met July 8.
Here is the minutes provided by the council:
Mayor Kleiss called a public hearing to order at 7:15 pm. The purpose of the hearing was to give the public a chance to comment on the proposed FY 2020 appropriations.
Treasurer Long noted the proposed ordinance has been on file at City Hall since June 14, 2019, and the staff has not received any comments from the public. There being no questions at the hearing, Mayor Kleiss declared the hearing closed at 7:17 pm.
The regular meeting of the City Council was called to order with Cleland, Day, Hoey, Rund, Shoemaker, Slaughter, Truitt, Waldrop, and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance. Consent Agenda Mayor Kleiss went over the items on the consent agenda:
• Minutes of the June 24, 2019 meeting
• Payment of bills totaling $206,848.91
• Community Building lease request with alcohol from Yoana Olivo for a birthday party July 19-20, 2019

Requested Time on the Agenda
Chad Daugherty had requested time on the agenda to speak to council about an ordinance limiting the number of dogs per household. Daugherty was unable to attend the meeting. Administrator Hoel and Attorney Bequette will research this matter and report back to council.
Mayor
Mayor Kleiss requested an executive session for personnel. Truitt moved council go into executive session at 7:35 pm to discuss personnel. Slaughter seconded. VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Slaughter, Truitt, Waldrop. The meeting was called back to order at 8:43 pm with Cleland, Day, Hoey. Rund, Shoemaker. Slaughter. Truitt, Waldrop, and Mayor Kleiss present. Mayor Kleiss noted he and Brian Moody, Economic Development Director, will be taping a show spotlighting Tuscola this Friday. WEIU is doing the segment and will air the show at a later date.

Treasurer Long reported Eddie Boutilier and Red Barn Veterinary Services are delinquent on their TIF loans..

Ordinances
Day moved to approve ordinance 2019-0-4, an ordinance making appropriations for corporate purposes of the City of Tuscola for the fiscal year beginning May 1, 2019, and ending April 30, 2020. Cleland seconded. VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Slaughter, Truitt, Waldrop

Mavor Kleiss read a letter of resignation from Amy Fulk. Fulk is leaving the police department to take a position with the Christian County Sheriff's office. Kleiss read Fulk's letter to council. She stated she appreciates the opportunities she was given during her two years here and has enjoyed working for the City. Mayor Kleiss ended by saying Fulk's letter states she was giving two weeks' notice; however, he learned just today that Fulk's last day was today, Kleiss added he is disappointed by this lack of respect. This is the second time an employee has done this to the city. Slaughter moved to accept the resignation of Amy Fulk from the Tuscola Police Department, effective July 8, 2019. Cleland seconded. VOTE YEA* Cleland, Day, Hoey, Rund, Shoemaker, Slaughter, Truitt, Waldrop. In order to fill some shifts that need covered, it will be necessary to get someone part time right away. Chief Hastings has learned former officer, Todd Thomas, is willing to help out part time. Truitt moved to approve the hiring of Todd Thomas as a part time officer @ $21.82 per hour. Waldrop seconded.
