Arcola Community Unified School District 306 Board of Education met June 12.

A regular meeting of the Board of Education of Arcola Community Unit District #306 Arcola, Illinois was called to order in the Media Center at 6:59 p.m. on Wednesday, June 12, 2019 for the purpose of regular business.

President Strader called the meeting to order. The following members answered roll call: Crane, Stout, Shonkwiler, Wesch, Arrol and Strader. Board member Thieman was not present.

Others present were: Tom Mulligan, Jennifer Frichtl, Lisa Sigrist, Angie Gentry, Cathy Brimner, David Porter, Mike Lindenmeyer, Fredy Moreno, and Beckie Headrick.

President Strader recognized the visitors and asked for public comment. Fredy Moreno was present to give the Board an update on the soccer rec league, which has been having a lot of success this season. There are several students involved and many of the kids and their parents have expressed an interest in trying to get soccer started as a school sport.

There were no pending FOIA requests.

Beckie Headrick gave a short presentation on Special Olympic activities. There are several events throughout the year, both for fundraising and for the athletes and their families. Most recently, Arcola athletes attended the state games in Bloomington, with several bringing home medals.

Motion by Stout, seconded by Shonkwiler, to approve the regular meeting minutes and closed session minutes from May 8, 2019 and the Special meeting minutes from May 20, 2019. Motion by Shonkwiler, seconded by Crane, to approve the Treasurer’s Report as of May 31, 2019 as submitted. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Crane, seconded by Wesch, to approve the payment of bills as submitted in the amount of $312,830.43; and to authorize the superintendent to pay bills that come in before June 30, 2019 that are part of the 2018-2019 budget. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Shonkwiler, seconded by Crane, to approve the payment of payroll in the amount of $488,902.56. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Business:

Motion by Crane, seconded by Shonkwiler, to approve the property casualty renewal of $51,147, which is a 10.2% increase over last year. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Arrol, seconded by Crane, to approve the renewal with the Workers Compensation Self- Insurance Trust at a rate of $27,701 and the Pooling Agreement. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Stout, seconded by Arrol, to approve the Illinois High School Catastrophic Injury Insurance for Senior High School Athletes at a cost of $1,480.48. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Crane, seconded by Wesch, to approve the Arcola First Bank as depository for the 2019-2020 school year. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Shonkwiler, seconded by Arrol, to approve the Resolution Approving the Declaration of Trust of the Illinois Trust and Authorizing the Execution Thereof, and Authorizing Certain Officials to Act on Behalf of the Arcola School District, which allows the district to invest funds in the Illinois Trust. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Wesch, seconded by Stout, to approve the first reading for the revision to Board Policy 4:30. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Crane, seconded by Shonkwiler, to approve the Resolution Reference the Amendment of EIASE Joint Agreement Document, as recommended by the EIASE Executive Board. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Administrative Team Reports

~~Mrs. Gentry, Principal, Arcola Elementary – Even though the school year has ended there are still several student activities going on in the elementary school. Students are participating in the Golden Apple program, preschool tutoring program, and the summer meals program. Overall attendance for the year was 94.6%, with Mr. Renshaw’s class finishing the year with an overall attendance rate of 99%. Staff finished up 30 hours of their weekly book study, Teaching for Comprehending and Fluency. Mrs. Gentry and four elementary teachers attended the Fountas & Pinnell Institute in Atlanta, where they were able to hear directly from the creators of the reading curriculum implemented here at Arcola.

~~Mrs. Sigrist, Principal, Arcola Jr/Sr High – The school year ended well with both promotion and graduation going smoothly. The overall attendance for the year was 94.9% and staff has already been busy working on improvements for next school year.

~~Mrs. Brimner, Director of Special Services – Mrs. Brimner wanted to thank Beckie Headrick for all she has done with Special Olympics this year. Ninety kids took the ACCESS test and thirteen of those kids exited the program.

Motion by Shonkwiler, seconded by Stout, to approve the employment of Lauren Hamilton as 6th Grade Classroom Teacher, Jessica Emanuel as 4th Grade Classroom Teacher, David Myers and Guthrie Gardner as Co-Assistant HS Boys Basketball Coaches, and Lauren Hamilton as Assistant JH Volleyball Coach. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, abstained; Arrol, aye; Strader, aye. 5 ayes. 0 nays. 1 abstained. Motion carried.
