The City Council of the City of Mattoon held a special meeting in the City Hall Council Chambers on May 21, 2019.
Mayor Gover presided and called the meeting to order at 6:00 p.m.
Mayor Gover led the Pledge of Allegiance.
The following members of the Council answered roll call physically present: YEA Commissioner Dave Cox, YEA Commissioner Sandra Graven, YEA Commissioner Rick Hall, YEA Commissioner Preston Owen, and YEA Mayor Tim Gover.
Also physically present were City personnel: City Administrator Kyle Gill, City Attorney Dan Jones, Finance Director/Treasurer Beth Wright, and City Clerk Susan O’Brien.
PRESENTATIONS, PETITIONS AND COMMUNICATIONS
PUBLIC HEARING: A Public Hearing regarding the application for a Community Development Block Grant (CDBG) Housing Rehabilitation
Mayor Gover opened the Public Hearing regarding the application for a Community Development Block Grant (CDBG) Housing Rehabilitation at 6:01 p.m. in the Mattoon City Hall Council Chambers on May 21, 2019. Mr. Kelly Lockhart, Executive Director of Coles County Regional Planning – Development Commission introduced Ms. Jackie Galletano who noted the sign-in sheet and discussed the following points of the grant: 1. The City of Mattoon is applying for a CDBG grant for housing rehabilitation to undertake home repairs in the City. The selected project area includes the entire City; 2. The project area will greatly benefit from the rehab of these homes and will help to turn away the blighted areas and to create a better neighborhood for the benefit of every citizen in the neighborhood and City of Mattoon; 3. The grant is funded by the federal government and administered through the State. The State allocates the funds to various local government units through an application process; 4. The application will apply for approximately $500,000 CDBG funds to assist at least nine (9) low-to-moderate income homeowners in the target area. The range of activities includes, but is not limited to: roofing, electrical, plumbing, siding, windows, soffit/fascia, doors, insulation and addressing code/safety issues. If the repairs exceed the cost limit set by the grant, CCRP-DC would most likely be unable to work on that home.; 5. The grant is decided by a points system. Points are awarded in a number of different areas including: number of surveys returned from the target area, attendance of the public meeting and other factors.; 6. There would be no displacement of occupied households as a result of the proposed activities. Deciding factors on which homes to be rehabilitated include: need, age (elderly), disabilities and income.; 7. 100% of the funds would go to helping low-to-moderate income households in the designated target area. The floor was opened for Public questions. Public questions included notification of award, additional information required, given date, and decision process. The Representatives of CCRP-DC responded with contact by mail or phone on award, walkthroughs and bidding of jobs, additional information from the application, notification before the end of the year, points system in determining need, income, family size, disability, length of time in home, and occupation of the home. With no further questions, Mayor Gover closed the Public Hearing at 6:10 p.m.
PUBLIC HEARING: A Public Hearing regarding the application for a Community Development Block Grant. (CDBG) Economic Development
Mayor Gover opened the Public Hearing regarding the support for a Community Development Block Grant (CDBG) economic development at 6:10 p.m. in the Mattoon City Hall Council Chambers on May 21, 2019. Mr. Kelly Lockhart, Executive Director of Coles County Regional Planning – Development Commission explained the City of Mattoon was applying for a CDBG through the Department of Commerce and Economic Opportunity. The grant was for economic development with $4 million dollars available for Economic Development and the City of Mattoon was applying for $1.2 million in funds. Mr. Lockhart stated the funding would be used to perform street construction, a water main extension, sanitary sewer, sidewalks, lighting, and traffic control with the application of $1.2 million. Furthermore, private funding of more than $4 million dollars would be used to construct a new building at the Coles Centre development at the corner of Lerna Road and Illinois Route 16. The grant would assist at least 51 percent of low-to-moderate income individuals and would result with no displacement. Council was asked for their prioritized community development needs and responded with: 1. Road and sidewalk repairs and improvements; 2. Storm sewer improvements; 3. Commercial and Industrial Development and Expansion; 4. Sanitary Sewer system improvements; and 5. Housing Rehabilitation projects. The proposed improvements would extend the roadway to encompass the proposed new site, allowing access to the parking lot and building. Sidewalks and lighting would improve safety for the employees of the building. Lastly, the grant would also pay for sewer and water for the new construction. With the grant applied to the Coles Centre development, project anticipation would create forty-eight (48) new jobs, which would be a major positive impact to the community. PUBLIC HEARING: A Public Hearing regarding the close-out of Community Development Block Grant (CDBG) #15-243008
Mayor Gover opened the Public Hearing regarding the closeout for the Community Development Block Grant (CDBG) project #15-243008 at 6:12 p.m. in the Mattoon City Hall Council Chambers on May 21, 2019. Mr. Kevin McReynolds of Coles County Regional Planning & Development Commission (CCRP-DC) explained the City of Mattoon received and completed activities under a grant awarded under the Illinois Community Development Block Grant Program (CDBG) administered by the State of Illinois Department of Commerce and Economic Opportunity. With the grant CCRP-DC was able to rehabilitate and bring up to code eight (8) homes in the target area located in the northwest section of Mattoon between 25th and 28th Street and south of DeWitt Avenue. The grant of $400,000 was expended, and 100% of the funds were to support the work on low-to-moderate income households; in other words, $45,000 could be spent on direct work on each home. The floor was opened for Public questions, which included if the grant was based on people who lived there and if the grant applied to mobile homes. Mr. McReynolds responded with the grant was based on the people living in the home and does not apply to mobile homes. He further explained the grant was for homeowner-occupied and not rental properties, and discussed the funds go into the home, not the homeowner. The floor was opened for questions from the Council with no response. With no further questions Mayor Gover closed the Public Hearing at 6:17 p.m.

Mayor Gover seconded by Commissioner Hall moved to adopt Resolution No. 2019-3041, authorizing Support for the Community Development Block Grant (CDBG) Housing Rehabilitation Program Application.

WHEREAS, the City of Mattoon is applying to the State of Illinois for a Community Development Block Grant Housing Rehabilitation Program, and
WHEREAS, it is necessary that an application be made and agreements entered into with the State of Illinois.
NOW, THEREFORE, BE IT RESOLVED as follows:
1) That the City of Mattoon shall apply for a grant under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application.
2) That the Mayor and City Clerk, on behalf of the City of Mattoon, shall execute all such documents necessary for the carrying out of said application.
3) That the Mayor and City Clerk shall be authorized to provide such additional information as may be required to accomplish the obtaining of such grant.
