Meet

City of Martinsville City Council met April 10.

Here is the minutes provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell, Troy Propst and John Skinner with David Doran and Mike Cribelar absent. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit with Treasurer Melinda Owen absent. Employees and citizens in attendance are attached to the back of the minutes.

**No treasurer report was presented.

**Motion by M Lovell 2nd by J Skinner to approve March 2019 bills payable April 2019 in the amount of $111,060.46.

Upon roll call all council members present voted for the motion. (4)

**Motion by C Davidson 2nd by M Lovell to leave all minutes of executive meeting closed. Upon roll call all council members present voted for the motion. (4)

Corey Cooked address council concerning the water that flows from the Bass Lake booster station. This drains to the east and pools on the right of way in front of a personal property. The owner has been complaining that he can’t keep his area mowed and would like it diverted somewhere else. B & T Drainage said they can divert the ditch and eliminate the problems for less than $5000.

**Motion by J Skinner 2nd by C Davidson to allow B & T Drainage to fix the above problem not to exceed $5000. Upon roll call all council members present voted for the motion. (4)

Chief Slater addressed council concerning changes he would recommend to the animal ordinances. Wording changes and additions will be prepared by the attorney for a future meeting.

Mayor Davidson would like to appoint Teresa Connelly to finish out the term of office for City Treasurer Melinda Owen which would be until April 2021.

**Motion by C Davidson 2nd by M Lovell to accept the appointment by the Mayor of the above.

Upon roll call vote T Propst voted NO, J Skinner voted to Abstain, C Davidson voted YES, M Lovell voted YES and the Mayor voted YES.

COUNCIL COMMENTS

The fenced in area on Toner Field had play equipment that was disposed of and might consider purchasing something small to put back in there.

There is an increase for our E911 services of 3% making our payment $12,041.00

A big compliment to those who put on the “Spark of History”. It was a job well done.

An Economic Development Committee meeting has been called by C Davidson for Thursday April 18 @ 7PM at City Hall.

There is a Clark County Economic Development meeting @ Casey City Hall on April 23rd @ 6PM

C Davidson may possibly be getting some trees donated from the construction project he works at. Need to plant trees to replace the ones that have been cut down.

M Lovell concerned with all the places that need cleaned up and what can be done or is being done.

J Skinner complimented the Chamber dinner and meeting held 4-9-19 and would like to see the City, Chamber and Martinsville on the Move to work together to better the community.

Attorney Bernardoni commented on different ways to get rid of the Cub Cadet mower and council needs to decide what they want to do.

Attorney Bernardoni would like to see if the approval to appoint replacement for City Treasurer was done correctly and will let us know.

**Motion by J Skinner 2nd by C Davidson to adjourn meeting @ 8:00PM. Upon roll call all council members present voted for the motion. (4)
