PRESENTATIONS, PETITIONS AND COMMUNICATIONS

This portion of the City Council meeting is reserved for persons who desire to address the Council. The Illinois Open Meetings Act mandates that the City Council may NOT take action on comments received on matters that have not been identified on this agenda, but the Council may direct staff to address the topic or refer the matter for action on the agenda for another meeting. Persons addressing the Council are requested to limit their presentations to three minutes and to avoid repetitious comments. We would ask you to state your name and address for the record as well as stand when speaking.

NEW BUSINESS

1. Motion – Adopt Ordinance No. 2019-5416: Amending Title V: Public Works of the municipal code to revise Chapter 55 Industrial Pretreatment Regulations for compliance with Federal regulations. (Cox)

2. Motion - Approve Council Decision Request 2019-1932: Approving Change Order #5 in the amount of $38,026.47 for Phase 2 of the Marshall Avenue Reconstruction Project from 9th Street to 14th Street. (Graven) 14- 00266-02-PV

3. Motion – Adopt Special Ordinance No. 2019-1711: Authorizing the mayor to sign an outright grant agreement by and between the City of Mattoon and the Mattoon Public Library reimbursing up to $8,305 from Mid-town TIF Revenues for painting the soffit and trim to a building located at 1600 Charleston Avenue; and authorizing the mayor to sign the grant agreement. 4. Motion – Approve Council Decision Request 2019-1933: Approving a $5,500 grant by the Tourism Advisory Committee from FY19/20 hotel/motel tax funds in support of the Mattoon Hitmen Baseball for hosting three tournaments to be held May 17-19, June 7-9, and June 14-16, 2019; and authorizing the mayor to sign the agreement. 5. Motion – Approve Council Decision Request 2019-1934: Approving a $3,075.00 grant by the Tourism Advisory Committee from FY19/20 hotel/motel tax funds in support of the Lake Mattoon Sailing Association for hosting the Lake Mattoon Riviera Regatta to be held June 7-9, 2019; and authorizing the mayor to sign the agreement. 6. Motion – Approve Council Decision Request 2019-1935: Approving a $15,000 grant by the Tourism Advisory Committee from FY19/20 hotel/motel tax funds in support of the Mattoon Cobra’s Softball for hosting four events (14th Annual Mother’s Day Tournament, USSSA 7GG Schools Out Blowout Tournament, USSSA State Tournament, and Donny Howell Fall Classic/College Showcase) to be held May 10-12, May 31-June 2, June 14- 16, and October 5-6, 2019 respectively; and authorizing the mayor to sign the agreement. 7. Motion – Approve Council Decision Request 2019-1936: Approving a $4,000 grant by the Tourism Advisory Committee from FY19/20 hotel/motel tax funds in support of the American Legion Post 88 Baseball for hosting the Firecracker Classic to be held June 7-9 and June 27-31, 2019; and authorizing the mayor to sign the agreement. 8. Motion – Approve Council Decision Request 2019-1937: Approving a $2,000 grant by the Tourism Advisory Committee from FY19/20 hotel/motel tax funds in support of the Mattoon YMCA for hosting the Lytle Park Triathlon to be held June 9, 2019; and authorizing the mayor to sign the agreement. (Hall)

9. Motion – Approve Council Decision Request 2019-1938: Approving a $3,000 grant by the Tourism Advisory Committee from FY19/20 Festival Management Bagelfest funds in support of the Mattoon YMCA for hosting the Run for the Bagel to be held July 20, 2019; and authorizing the mayor to sign the agreement. 10. Motion – Adopt Special Ordinance No. 2019-1712: Declaring personal property owned by the municipality surplus and authorizing the sale or disposal of the property. (Gover)

11. Motion – Approve Council Decision Request 2019-1939: Approving the budget amendments to the FY19/20 Budget to provide for the increased cost of the MAC storage facility and for ball field improvements to be made at Lawson Park. (Owen)
