Arcola City Council met Jan. 7.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Guyot, Foran, Huckstep, Smith, Hensley and Ferguson. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Guyot led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Mark Petty read a prepared public comment opposing the proposed water and sewer rate increase and the general operations of the city’s water and sewer system.

APPROVAL OF JANUARY 07, 2019 COUNCIL MEETING MINUTES Alderman Foran moved to approve the January 07, 2019 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF JANUARY 04, 2019 – JANUARY 18, 2019 BILLS Alderwoman Huckstep moved to approve the January 04, 2019 – January 18, 2019 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NUMBER 18-Z-5, AN ORDINANCE AMENDING THE CLASSIFICATION OF ZONING AT 221 E. SPRINGFIELD Alderman Guyot moved to amend Ordinance No. 18-Z-5 to 19-Z-1 and approve amended ordinance. Alderman Foran seconded the motion. Roll call vote, Guyot, aye; Foran, aye; Huckstep, nay; Smith, nay; Hensley, nay; Ferguson, nay. Motion failed.

CONSIDER AND APPROVE ORDINANCE NO. 19-Z-1, AN ORDINANCE GRANTING A VARIANCE TO THE LIBMAN COMPANY – 220 N. SHELDON Alderman Foran moved to approve Ordinance No. 19-Z-1 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-R-1, A RESOLUTION TO CONVERT A PORTION OF A REVOLVING LOAN FUND LOAN TO A GRANT AS PART OF THE CLOSEOUT OF THE REVOLVING LOAN FUND OF THE CITY OF ARCOLA Alderman Smith moved to approve Ordinance No. 19-R-1 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-C-1, AN ORDINANCE AMENDING CHAPTER 23 OF THE ARCOLA MUNICIPAL CODE – WATER AND SEWER RATES Alderman Foran moved to approve Ordinance No. 19-C-1 with amount in Section Two (c) (2) amended from $8.25 to $5.25. Alderwoman Huckstep seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE INCREASING BASE POLICE OFFICER SALARY WITH PTI CERTIFICATION TO $16.50 AN HOUR Alderman Smith moved to approve increasing base police officer salary with PTI Certification to $16.50 an hour and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE HIRING A FULL-TIME POLICE OFFICER

Alderman Smith moved to approve hiring Paola Mendez as a full-time police officer starting January 22nd at $16.50 an hour. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Guyot Had nothing at this time.

Alderman Foran Stated the street employees did a great job with snow removal.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Police, Ordinance & Enforcement

Committee met prior to this meeting, went into

executive session and came out with

recommendation on wage and hiring a new officer.

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Read a statement regarding feelings by some regarding her relation to mayor and that she is not able to make decisions based on her own thoughts or knowledge. Also that she is not excessable to the employees of Arcola. She stated both statements are completely false.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

Adjourned at 7:27 p.m.
