City of Casey City Council met October 1. 

Here is the minutes as provided by the council:

The Regular Meeting of the City Council was held Monday October 1st, 2018; beginning at 6:00 p.m. Mayor Nik Groothuis was present and called the Meeting to Order and led the Pledge of Allegiance:

Roll Call:

A quorum was declared.

Public Forum:

None

Community Affairs:

Casey Chamber – Dave Liebenow was present and updated the Council on the Fall Frolic sponsored by the City of Casey Chamber. They are bringing it downtown this year on Saturday October 20th. They would like to close two streets for a little while, W Main Street from 49 to SW 2nd, and SE 1st street next to the Multiplex. Mayor Groothuis instructed Superintendent Biggs to have barricades for them that day.

Candy Canes on Main – Jeanette Huisinga and Marsha Shonk were present and presented the itinerary for Candy Canes on Main. They will have a parade on November 30th. The City will need to pass a resolution for this parade at the next meeting. They are having a train which will cost $1500.00 and would like to request for the City to help with this costs as well as other advertising costs. Mayor Groothuis reported that they did Appropriate $2,500 for Candy Canes on Main this year.

Alderman Todd motioned approval of up to $2,500.00 and to sponsor the parade for Candy Canes on Main, seconded by Alderman Williams. Upon roll call the vote was:

Meeting Minutes:

Mayor Groothuis looked for approval of the Minutes of the September 17th, 2018 Council Meeting.

Alderman Dennis motioned approval of the September 17th, 2018 Council Meeting Minutes, seconded by Alderman Todd. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Nays:    0 – None

Absent: 1 – Nichols

Motion declared carried

Officers Reports

Clerk Mumford requested approval of the September 2018 Bills Paid.

Alderman Williams motioned approval of the September 2018 Bills Paid totaling $665,164.30 seconded by Alderman Dennis. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Nays:    0 – None

Absent: 1 – Nichols

Treasurer Lorton presented the Treasurer’s Collection Deposit Report for September 2018 in the amount of $648,006.19.

Alderman Dane motioned approval of the September 2018 Treasurer’s Collection Deposit Report in the amount of $648,006.19, seconded by Alderman Williams. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Nays:    0 – None

Absent: 1 – Nichols

Treasurer Lorton presented a refuse spending verses revenues report. The Council reviewed and discussed this report. The Mayor questioned the $1 per customer transfer to Landfill account and if we still need to do this. Attorney Shoaff will look into this transfer.

Attorney Shoaff presented an Intergovernmental Agreement with the Casey Westfield School District that has to do with a School Resource Officer. She has made some changes and the school is ok with the changes. So this document is now ready for approval.

Alderman Williams motioned approval of an Intergovernmental Agreement with the Casey Westfield School District with regards to a School Resource Officer, seconded by Alderman Dennis. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Superintendent Biggs presented 2 different cost estimates for additional work needing to be done to the building next to 1 S Central which was torn down. This includes repair and tuckpoint to exterior areas and seal being added to basement walls.

Alderman Williams motioned approval of paying $9,600 and $3,600 to Hunter Masonry & Construction for the mentioned work, seconded by Alderman Todd. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

After some discussion they would like to have a Finance Meeting called for Thursday October 4th, 2018 at 6:30 p.m. They would like to talk about the ongoing project at 1 S Central, and different budget reviews.

Superintendent Biggs also reported the following:

     - Plan on starting Thursday with the tear down at 603 S Central

     - Talked about a tank removal that needs to be done at the Airport. They were going to do this project next year but with the upcoming pavement project out there they would like to get it done. The cost would be $5,469 for the tank removal. After some discussion they decided if there is enough in the airport budget to do this they can go ahead. Since this is under the amount for Council approval they can go ahead and do it.

     - Reported that he did a cost estimate for our guys to finish the curb work at the sunken gardens and it would take approximately 6-8 weeks and cost around $60,000 in labor cost. He got an estimate for approximately $20,000 for just the curb work. He also stated that it would be approximately $35,500 for the redoing of the road. They would like the finance committee to review at their next meeting.

Chief Jenkins reported that he would like to table the hiring of a full time police officer until the next meeting as the power test is being done on Wednesday. He also reported that Seth Brewer is in his 3rd week of Police Academy.

Economic Development Director Maulding reported on what she has been working on, and she is starting to look for grants in 2019. She will also be attending a Grant writing class at Lakeland in the end of October.

New Business:

Open Bids for W Main Properties – Mayor Groothuis opened 2 bids for the properties located on W Main Street.

     1. This bid was by Eldon Lockard III and was for Parcel No 1., which is 18 W Main. The amount of the bid was $500.00

     2. This bid was by Chalin Maulding and was for all parcels, 14, 16 and 18 W Main. The amount of the bid was $6,000.00

After some discussion the following motion was made:

Alderman Todd motioned approval to award the bid to Chalin Maulding in the amount of $6,000 for 14, 16 and 18 W Main St in Casey, seconded by Alderman Dane. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Nays:    0 – None

Absent: 1 – Nichols

Alderman Todd reported on the Finance Meeting held on 9/21/18 where they talked about the new business in town being open called Scarlet Bleue. They are wondering about her sip and paint parties and if there is an issue with being within 100 feet of a church. Attorney Shoaff is going to look into this issue.

Alderman Dane reported on the Public Utility Meeting held on 9/25/18. Attorney Shoaff presented Ordinance #443: Net Metering Ordinance. She reported that we need to get this in place so if anybody ever applies to put Solar or Wind Power on their properties we will have rules and regulations in place.

Alderman Dane presented a bid for a Ford F750 2-ton truck with dump bed, snow plow and other accessories. This will be used by all departments and was appropriated for this year.

Alderman Dane motioned approval of a purchase of Ford F750 2 ton dump truck from Morrow Brothers Ford in the amount of $92,374.86 which includes accessories, seconded by Alderman Todd. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Nays:    0 – None

Alderman Dane presented a bid for a John Deere X758 mower from Alliance Tractor here in town. With the trade in it would costs $12,000.00. It will also include a cab and snow plow.

Alderman Dane motioned approval to purchase a John Deere X758 tractor mower in the amount of $14,350.00 with trade it costs brings it down to $12,000.00, seconded by Alderman Williams. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Nays:    0 – None

Absent: 1 – Nichols

Alderman Williams reported on the Downtown Improvement and Economic Development Committee Meeting held on 9/25/18. They have 2 business improvement grants they are recommending.

Alderman Dane motioned approval to award 2 business improvements grants; 1 to Tetzle Prime in the amount of $2,400.00 and 1 to Casey Family Medical Center in the amount of $2,500.00, seconded by Alderman Washburn. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Nays:    0 – None

Alderman Reports:

Alderman Dennis reported that Touch a Truck is Saturday October 13th, 2018 from 10:00 a.m. - 1:00 p.m.

Mayor Reports:

Mayor Groothuis is looking for confirmation for the Cities Enterprise Zone Administrator which is going to be Bailey Maulding.

Alderman Dennis motioned approval of Bailey Maulding as Enterprise Zone Administrator, seconded by Alderman Dane. Upon roll call the vote was:

Ayes:    5 – Dane, Dennis, Todd, Washburn and Williams

Nays:    0 – None
