City of Martinsville City Council met August 22.

City of Martinsville City Council met Aug. 22.

Here is the agenda provided by the Council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell and John Skinner with Mike Cribelar, Troy Propst and David Doran absent. Also in attendance were Mayor Herman Davidson and Clerk Marlene Wilhoit with Treasurer Melinda Owen absent. Employees and citizens in attendance are attached to the back of the minutes.

**Motion by J Skinner 2nd by M Lovell to approve minutes from 08-08-18 council meeting. Upon roll call all council members present voted for the motion. (3)

No treasurer report was presented.

**Norma Calvert with Martinsville on the Move informed council that they are helping Kraemart and Miss Barlow’swiththecostforsignagealongtheInterstate. BecauseitismorethanamilefromtheInterstatetotown additional signage needs placed at Rt 40/York Street and Cumberland Street/York Street. Her question was if the city could help install the additional signage. This will be voted on at the September 12th meeting.

**Chris Davidson spoke on behalf of the Martinsville Volunteer Fire Department requesting they be allowed an area at the Wastewater Treatment plant to do training and store a car. He said they have a blanket insurance policy that wouldcoverthefiremendoingtrainingandalsoanyspectators. Hesaidtheyarealsorequestingtobeabletoinstall a dry hydrant next to the pond for water access. The city will check with their insurance as to liability and this will be brought to a vote at the September 12 meeting.

**The ordinance concerning use of city equipment was tabled due to lack of council members present. This ordinance will be presented again at the September 12th meeting.

The quotes on the following trees will be mailed tomorrow and due in City Hall by 4pm on September 12, 2018 and

opened at meeting the 12th @ 7PM

1- Linn Park annex(this tree to be dropped and cut into sections, city will clean up)

2- Corner of Toledo & Bond Street

3- 113 N Randall Street

4- 114 W Clay Street

5- Corner of York & Jackson Street

6- Across from 431 E Webster

The Tally Automotive venture with the City’s promise of $10,000 to help with his entrance plus gas, water and sewer connections was again addressed. Shannon Woodard with Connor & Conner talked about the water and sewerconnectionsandhighlyrecommendedwegetpermitsfromstate. Anapprox.costfromB&TDrainagetodo the bore for both the sewer and water plus installing the meter that the city will provide would be $4650.00 plus around$1000fromConnor&Connorforcostofapplication. Thecostforgasinstallationwouldbeapprox.$4,654. Council thinks it would be good to get started on the permit process with the state. All figures will be in black & white showing what Tally will pay for and what the City has donated and should be ready to vote on at the September 12th meeting.

Jason Goble with Francis Associates spoke on “Safe Route to School” new application for sidewalk improvements. He would like to know if the city would like him to start the application process for this new SRTS 100% grant of $200,000 for construction and engineering. This does not cover pre engineer planning and feels that will cost around $16,000. The city would have to come up with this amount. He thinks it is possible that Martinsville Township and the Martinsville Schools may help financially. The sidewalks would be on Cumberland Street from Washington Street to the High School and across from the school south from the Dollar General Store east.

Jason should have a letter of support for the City to sign at the council meeting September 12th.

PUBLIC COMMENTS:

The Mayor stated that Kevin McReynolds from Coles County Regional Planning had left information for a community development block grant income survey that could help with housing rehab for approx. 10 qualifying homes in Martinsville. They would need around 30-40 survey’s completed and back to them by September 15th so he asked that councilmembers visit with him to help get these passed out and filled out.

Treesplantedtoreplacetheonesthathavebeentakenoutwerereferenced. Thisisafallprojectandwillbe addressed.

Sidewalk repairs around town was addressed and the Mayor would like to see a little sidewalk work done in each ward and is working on using possible Motor Fuel Tax money for this.

**Motion by J Skinner 2nd by M Lovell to adjourn meeting @ 8:05PM. Upon roll call all council members present voted for the motion. (3)
