City of Charleston Historic Preservation Commission met May 18.
Here is the minutes as provided by the commission:
1. The meeting was called to order by Chair Bob Bertrand at 8:08 am
2. Present were commissioners Bob Bertrand, Giuliana Dongu, Merry Lichtenberger, Kit Morice and Peter Quinn. Also present were City Clerk Deborah Muller, City Planner Steve Pamperin and Intern Logan Klepzig.
3. Introduction of Guests: Sallie Cougill was present as a guest.
4. Approval of Regular Meeting Minutes for March 23 and Special Meeting Minutes for April 13 and May 4, 2018: Quinn made the motion to approve the minutes and Lichtenberger seconded; approved unanimously. The approval of the minutes for the April 20, 2018 meeting was continued to the June meeting.
Old Business
5. City Planner/Inspector Report: Pamperin reported on various TIF projects around the square, including work on the facade and the back of 611 Monroe and lintels and other facade work on 618 Jackson. In addition, the entire front wall of 509 7th Street is being rebuilt with private funds. The City is using the Design Guidelines for Downtown Charleston (published c. 1982) for guidance in the design.
6. Will Rogers Theatre Update: The JG-TC had just published an article about the current state of the theatre, but there was nothing new to report. Dongu said the Will Rogers Project board had met to discuss what to do with the funds raised, including the possibility of giving it to the Five Mile House Foundation, but the majority agreed to keep the funds and not-for-profit status for the group in the event the theatre goes up for sale. To date, owner Katie Troccoli has stated she is not interested in a partnership arrangement.
7. Continued Discussion—Tour of 6th & 7th Streets District—Coles County Genealogical Society—September 22, 2018 (EIU Family Weekend): Morice reported that plans were progressing and she would be meeting with Ann Winkler Hinrichs on June 9. Docents are needed for the tour.
New Business
1. Election of Officers: After some discussion, the slate of officers for June 2018-May 2019 was presented as Kit Morice, Chair; Giuliana Dongu, Vice Chair, and Blair Lord, Secretary. Quinn made the motion to accept the slate and Lichtenberger seconded; approved unanimously.
2. Bertrand reminded those present that the “Tour de Charleston” bicycle race and “MuseFest” are being held on June 2.
Meeting Adjournment: Morice made the motion to adjourn and Dongu seconded; the meeting was adjourned at 8:50am.
