City of Villa Grove City Council met Feb. 26.

Call To Order-Roll Call
The City Council of the City of Villa Grove met in regular session on Monday, February 26, 2018, in Council Chambers. Mayor Eversole-Gunter called the meeting to order at 6:00 p.m. Roll call found the following members present: Alderman Leon, Cheely, Allen, Stipp, and Junior Aldermen Shunk and Gulick. Aldermen Blaney and Griffith were not present. Clerk Osborne and Department Heads Athey, Craig, and Gire were also present, as was City Engineer Andy Kieser. Various Public members were in attendance.
Pledge Of Allegiance -The Mayor stood and led all attendees in The Pledge of Allegiance.
Approval Of Minutes Of The Last Regular Council Meeting Held On 2/12/18. Alderman Allen motioned to approve the minutes of the last regular council meeting held on February 12, 2018. Alderman Stipp seconded the motion. Roll call: Leon, yea, Cheely, yea, Allen, yea, Stipp, yea,JA Gulick, yea, JA Shunk, yea. Motion carried.
Approval Of Claims For Payments In The Amount Of $102,810.66. Alderman Allen motioned to approve the claims in the amount of $102,810.66 to be paid. Alderman Stipp seconded the motion. Roll call: Leon, yea, Cheely, yea, Allen, yea, Stipp, yea, JA Gulick, yea, JA Shunk, yea. Motion carried.
Approval Of Financial Statements For The Month Ending January 31, 2018. Alderman Allen motioned to approve the claims in the amount of $102,810.66 to be paid. Alderman Stipp seconded the motion. Roll call: Leon, yea, Cheely, yea, Allen, yea, Stipp, yea, JA Gulick, yea, JA Shunk, yea. Motion carried.
ENGINEER REPORT-Andy Kieser, Fehr Graham-The paper work has been turned into the IEPA designating Leander Construction as the contractor for the water plant project. They were the lowest bidders. Tentative start date is the week of April 2, 2018.
Public Comments- No public comments were made.
Business
Approve Purchase Of Sutorbuilt Pump For Sewer Plant- Alderman Stipp motioned to approve the purchase of a Sutorbuilt pump for the sewer plant, at a cost of $15, 953. This will replace the broken pump. Alderman Allen seconded the motion. Roll call: Leon, yea, Cheely, yea, Allen, yea, Stipp, yea, JA Gulick, yea, JA Shunk, yea. Motion carried.
Approval To Hire To Fill The Open Position In The Public Works Department-Alderman Allen motioned to approve hiring another full time worked in the Public Works Department to fill the vacancy left by the retirement of an employee. Alderman Cheely seconded the motion. Roll call: Leon, yea, Cheely, yea, Allen, yea, Stipp, yea, JA Gulick, yea, JA Shunk, yea. Motion carried.
Committee Reports
Administrative & Risk Management-Chair Blaney- TIF Consultant applications will be reviewed and discussed at the next meeting on March 6, 2018 at 6 pm. Community Development-Chair Allen – The Chamber of Commerce and the Community Development Committee are working together on a business flyer to hand out for all the VG businesses. Franchise Development-Chair Cheely Next meeting will be on Monday, March 12, 2018 at 5:30 pm before the council meeting to discuss clean up days with Advanced Disposal in attendance. Public Works- Chair Griffith- All of the trees contracted to be cut down are done. There were 35 removed in total.
Senior Center-Chair Stipp - Nothing to report Mayoral Report- Mayor Eversole- Gunter-Business Boot camp in Monticello will begin very soon. The Garage sale for the BVG has been canceled, scheduled originally for Feb. 24.
Upcoming meetings:
Closed Session-Alderman Cheely motioned at 6:15 pm to move to go to Closed Session under the Open Meetings Act According to Section 2(C)(1) for discussion of specific personnel, with no action to be taken after closed session. Alderman Leon seconded the motion. Roll call: Leon, yea, Cheely, yea, Allen, yea, Stipp, yea. Motion carried. Return to Open session at 6:32 pm.
