City of Neoga Council met February 12.

Here is the minutes provided by the Council:

Call To Order:

The meeting was called to order at 7:00 p.m. by Mayor Tony Kepp. The Pledge of Allegiance was recited. Those present were: Commissioners Lindley, Edwards, Hartke, Groves, and Mayor Kepp. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, Superintendent Tom Helm, Tom Pottschmidt, Manny Singh, Valcrio Piras, Ruth Ryder, Kim Varner, Marian Lindley, Carol Smith, Kirby Davis, Tim Kidwell, and Billie Chambers.

Minutes:

After reviewing the minutes, Commissioner Edwards made a motion to approve the regular and executive session minutes from January 22, 2018. The motion was seconded by Commissioner Groves. Ayes, Commissioner Edwards, Hartke, Groves, Lindley, and Mayor Kepp. Nays, none. Motion carried. 5-0.

Public Affairs, Mayor Kepp:

Strong Beginnings Early Learning Center-

Kim Varner, Board Member for Strong Beginnings Early Learning Center introduced the other board members, and informed the Council of the top ten things about the learning center. Varner explained that the center is a non-profit 501c3, and has been open for the past three (3) years. Varner said that they are currently serving over 40 children and their families. Board member Marian Lindley said that they have children from newborn to five year olds, and some class rooms are at the old elementary school. One goal that they have is to have more space with bigger rooms and all under one roof. Commissioner Hartke said that two of his three kids have attended the learning center, and he feels that they grew tremendously because of it. City Treasurer Foor asked what the center needed from the general public, and Varner said that they are always in need of volunteers. Ms. Varner explained that they would have to go through a screening process before someone could volunteer.

TIF Funds For 6th & Locust Avenue Curb And Gutter-

City Clerk Evans explained to the Council that the Minister at the First Christian Church, Mel Workman, discussed with her the proposed new parking lot they will be installing at the corner of 6th and Locust Avenue. Mr. Workman told Evans that the lot will be a concrete lot with curb and gutters due to the low drainage area. Workman asked if the City would be willing to reimburse the church for the sidewalk, curb, gutters, and drainage on the city property if they installed all concrete. Evans explained that the city already has in place a sidewalk reimbursement plan where the city would pay for half of the concrete only for any sidewalk installed. After a lengthy discussion regarding the drainage in the area and the use of TIF funds, it was the consensus of the Council to ask the church to complete the TIF application. Meanwhile, Superintendent Helm is to contact Engineer Beckman regarding the drainage solution.

Ordinance #907-02-18 An Ordinance Authorizing Execution of a Contract for Private Development Pursuant to the City of Neoga, Illinois, Redevelopment Plan for Tax Increment Area (Neoga Illinois 1076, LLC)

After reviewing the ordinance, Commissioner Edwards made a motion to accept Ordinance #907-02-18 as presented. The motion was seconded by Commissioner Hartke. Ayes, Commissioner Edwards, Hartke, Groves, Lindley and Mayor Kepp. Nays, none. Motion carried. 5-0.

Agreement To Purchase Property-

The Council reviewed the agreement to purchase contract between the City of Neoga and Neoga 1076, LLC. The agreement states that the City of Neoga will sell to Neoga 1076 for one dollar property known as 1070 US RT #45. After a brief discussion, Commissioner Groves made a motion to accept the agreement as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Groves, Lindley, Edwards, Hartke, and Mayor Kepp. Nays, none. Motion carried. 5-0.

Finance, Commissioner Hartke:

Treasurer’s Report-

After reviewing the treasurer’s report, Mayor Kepp ordered the financial report to be placed into the files of the City Clerk.

Public Property, Commissioner Groves:

No report was given.

Streets And Alleys, Commissioner Edwards:

No report was given.

Health And Safety, Commissioner Lindley:

Ordinance #906-02-18 An Ordinance Amending Article 14 of the Code of Ordinances of the City of Neoga, Illinois.

After reviewing the ordinance, Commissioner Groves made a motion to accept the ordinance as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Groves, Lindley, Edwards, Hartke, and Mayor Kepp. Nays, none. Motion carried. 5-0.

Public Comments:

None was given.

Executive Session:

Commissioner Edwards made a motion at 7:55 pm to move into executive session for Purchase or Lease of Real Estate - Section 2 (c) (5) – Includes general discussion of whether land should be purchased or leased by the public body. The motion was seconded by Commissioner Lindley. Ayes, Commissioner Edwards, Hartke, Groves, Lindley, and Mayor Kepp. Nays, none. Motion carried. 5-0.

Reconvened And Roll Call:

The meeting was reconvened at 8:41 p.m. on a motion from Commissioner Edwards. The motion was seconded by Commissioner Groves. Those present for roll call were: Commissioners Edwards, Hartke, Groves, Lindley, and Mayor Kepp.

Adjournment:

Commissioner Edwards made a motion to adjourn the meeting at 8:43 p.m. The motion was seconded by Commissioner Lindley. Ayes, Commissioner Edwards, Hartke, Groves, Lindley, and Mayor Kepp. Nays, none. Motion carried. 5-0.
