City of Altamont City Council met January 22. 

Here is the minutes as provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm on January 22, 2018, in


the Council Chambers of the Municipal Building. The following members were present: Mayor

Jason Rippetoe; Commissioner Richard Frailey; Commissioner Todd Slingerland; Commissioner

Dan Milleville; Commissioner Jason Williams. Also present – Nick Burrus, Milano & Grunloh;

Mark Hoskins, Altamont News; Alan Heiens, Altamont Police Chief; City Clerk Sarah Stephen.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was

approved on a motion by Commissioner Williams and seconded by Commissioner Milleville.

Members voted as follows: Commissioner Milleville, yes; Commissioner Frailey, yes;

Commissioner Slingerland, yes; Commissioner Williams, yes; Mayor Rippetoe, yes.

Chief Heiens presented the December 2017 and 2017 annual police activity reports.

Nick Burrus, Milano & Grunloh Engineers, reported Division Street project is awaiting DCEO

response. Water Department filter #1 project – Tonka has a company to bid constructing of the

trough.

Ordinance 631-18; Repealing Ordinance 629-17 and Authorizing Purchase of Easement for Ball

Field and Utility Purposes was approved on a motion by Commissioner Slingerland and

seconded by Commissioner Frailey. Members voted as follows: Commissioner Milleville, yes;

Commissioner Frailey, yes; Commissioner Slingerland, yes; Commissioner Williams, yes;

Mayor Rippetoe, yes.

Council approved a request from Altamont High School Student Council to conduct the annual

Run for Linzi 5K on April 21, 2018. Commissioner Milleville motioned for approval.

Commissioner Slingerland seconded. Members voted as follows: Commissioner Milleville, yes;

Commissioner Frailey, yes; Commissioner Slingerland, yes; Commissioner Williams, yes;

Mayor Rippetoe, yes.

Commissioner Slingerland displayed a water line section that had recently been removed during

water main repair. The pipe exhibited little corrosion buildup, which was encapsulated by a

callused shell. The improvement is attributed to new chemical treatment. He also reported the

City has experienced major water main breaks as a result of the extreme cold.

Commissioner Frailey reported an outage in the northeast section of the City was due to a hot

line clamp burning the wire, which fell to the ground. Electric Department employees are

working to resolve some service orders that have been pending for a length of time. He asked

about painting the floor of the Electric shop and will present cost estimates to the Council.

Commissioner Williams reported the Street Department has been working on water main repairs

and assisting the Electric Department.

Commissioner Milleville reported new park picnic tables are being constructed and some

existing tables are being repaired. Two new grills were purchased for Schmidt Park. The tractor

used at Gilbert Park has been serviced. A meeting will be held January 29th with key leaders of

the baseball & softball leagues utilizing Gilbert Park. Klitzing Park basketball court lights will

be evaluated for the lighting direction and the hours of operation.

Mayor Rippetoe stated it has been reported land, currently for sale, south of the Interstate

includes a City easement, limiting the use of all the land.

Council entered into Executive Session for the Purpose of Discussing Business Matters 5ILCS

120/2 (c ) (6) on a motion by Commissioner Frailey and seconded by Commissioner Slingerland.

Members voted as follows: Commissioner Milleville, yes; Commissioner Frailey, yes;

Commissioner Slingerland, yes; Commissioner Williams, yes; Mayor Rippetoe, yes.

No action was taken as a result of Executive Session.

Council discussed open and vacant commercial buildings within the City.

The meeting was adjourned on a motion by Commissioner Williams and seconded by

Commissioner Frailey. Members voted as follows: Commissioner Milleville, yes; Commissioner

Frailey, yes; Commissioner Slingerland, yes; Commissioner Williams, yes; Mayor Rippetoe, yes.
