Village of Tolono Board of Trustees met Nov. 21.

Here is the minutes provided by the Board:

The Village of Tolono Board of Trustees (“Board”) met on November 21, 2017. President Rob Murphy called the meeting to order at 6:34pm. Roll call found the following trustees present: Vicki Buffo, Anna Morris, Ryan Perry and Terrence Stuber. Trustees Jacquie Miller and Jared Ping were absent. Also present were Clerk Brandy Dalton, Treasurer Robert Kouzmanoff, Public Works Superintendent Matt Graven and Police Chief Rick Raney.

President Murphy led the Pledge of Allegiance. Trustee Stuber gave the invocation.

PUBLIC COMMENTS David Foley and William Lamendola were present to discuss a drainage issue at Kinderwood Subdivision near the pond. They would like to know who is responsible. Attorney Marc Miller told them that it would be the responsibility of the home owners. Graven will discuss the issue with the Village’s engineers before the next meeting.

REPORTS Public Works: Graven met with Anthony from Farnsworth today and received the CMOM Plan for the sanitary sewer system.

Four large water meters that were completely dead have been replaced. Graven has been working with a new supplier and is happy with them. The plan is to keep moving forward with meter replacements.

The shop is in the process of being insulated and new lights being put in. Graven believes the insulation will pay for itself in power bills this year.

Treasurer: Trustee Stuber motioned to approve the bills as presented, except for the Farnsworth invoice in the amount of $3,036.84. The board would like to see a detailed invoice from Farnsworth. Trustee Morris seconded the motion. Roll call: Buffo, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

Trustee Perry motioned to approve the sewer credit for 311 East River Road in the amount of $50.95. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

APPROVAL OF PRIOR MINUTES Trustee Perry motioned to approve the minutes of the last regular board meeting, held November 7, 2017. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

OLD BUSINESS - The Benham Street Mowing Agreement was tabled until January 16, 2018 to give Jeff Fisher time to speak to his family about the agreement. Clerk Dalton will send a letter to Fisher. - Kouzmanoff spoke to the company about the electronic recycling. They are in the process of setting their 2018 calendar right now. When that is done they will get back to the Village. -Graven has been talking to multiple engineers about the looping project on the 600 blocks of Holden, Linden, Barbara and Sharon, as well as 2 other projects. He will get pricing separately and together.

Stuber asked him if he has spoken to IL Rural Water Association yet about the looping project, and he replied that he has not.

Trustee Stuber motioned to approve Ordinance 2017-O-20, an ordinance approving a contract with SIMEC, LLC, to serve as the Village of Tolono’s exclusive consultant for its electric aggregation program and for engagement of the lowest cost electric wholesale supplier. Trustee Morris seconded the motion. Roll call: Buffo, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

NEW BUSINESS Trustee Buffo motioned to deactivate all 10 GPS vehicle tracking systems. Trustee Stuber seconded the motion. Roll call: Buffo, yes; Morris, no; Perry, no; Stuber, yes; Murphy, yes. Motion passed.

Trustee Stuber motioned to approve Ordinance 2017-O-18, Tax Levy for 2017-2018. Trustee Buffo seconded the motion. Roll call: Buffo, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

Trustee Buffo motioned to approve the 2018 Board of Trustees regular meeting schedule as presented. Trustee Morris seconded the motion. Roll call: Buffo, yes; Morris, yes; Perry, yes; Stuber, yes. Motion passed unanimously.

NUISANCE AND TICKLER FILES Attorney Miller said that first letters have been sent by the Village. He gave the Board a sample of the first, second and third letters that will be sent.

The Board discussed the pictures of the trailer blocking the alley at 512 East Marshall Street. Graven has not had time to figure out if it is a legitimate alleyway.

The Board also discussed an email they got from a resident about a camper set up and being used at 407 Melissa Court. Stuber found a violation of the RV in Ordinance 7.2.6. Clerk Dalton will send a letter to the property owner, along with a copy of the ordinance.

MISCELLANEOUS Trustee Buffo said that the house on the curve out by Unity High School has had 3 cars in about 1 month take out the fence, and the resident wants to know what the Village can do to alleviate the problem. After much discussion, it was determined that the Village will start out with more police presence out there to see if it helps.

Trustee Buffo motioned to adjourn the meeting at 8:14pm. Trustee Stuber seconded the motion. Motion carried unanimously via voice vote.
