Metamora Community Consolidated School District 1 Board of Education met November 9.

Here is the minutes provided by the Board:

The November 9, 2017 meeting of the Metamora Community Consolidated School District #1 Board of Education was called to order at 7:00 p.m. in the Superintendent’s Office at Metamora Grade School. Members present: Mr. Barnes, Mr. Blundell, Mr. Fisher, Mr. Gualandri, Mrs. Miller, Mr. Palmisano, and Mr. Strawn. Others in attendance included Danielle Buerkett, Megan Miller, Lisa DeVore, Metamora Grade School Principal Cathy Costello, Metamora Grade School Dean of Students Tim Damery, and Marty Payne.

Consent Agenda:

Motion by Mr. Strawn, seconded by Mr. Palmisano, to approve the consent agenda as presented. All present voted yea on a roll call vote.

Reports from the Public:

None from the public, but one from Mr. Damery in his role as Athletic Director. The MGS sports boosters would like to have a shed by the baseball diamonds at no cost to the district. Motion by Mr. Barnes, seconded by Mr. Strawn, to approve the request. All present voted yea on a voice vote.

Action Items:

A. Tentative, Metamora CCSD #1, Fiscal Year Tax Levy

The discussion was led by Mr. Payne and members of the Finance Committee. The overall EAV has shown a slight increase. There were several changes in the individual fund accounts. The changes are as follows:

2016-2017 2018-2019

Education Fund - $1.52 $1.52

O&M Fund - $.25 $.25

Transportation Fund - $.12 $.12

Social Security - $.072 $.057

IMRF - $.061 $.045

Special E. - $.02 $0.2

Life-Safety - $.05 $.05

Tort - $.11 $.05

Working Cash - $.05 $.05

Lease - $.02 $.02

The levy for outstanding bond debt is $.474; in 2016 the rate was $.473

The end result is a reduction in taxes. The Fiscal Year overall tax rate is $2.75. The approved tentative levy has overall tax rate of $2.65.

Motion by Mr. Strawn, seconded by Mr. Gualandri to approve the tentative levy as presented.

B. Set the Date, Time, and Location for a Truth-in-Taxation Public Hearing regarding the tax levy.

When districts set a levy that increases revenue by 5% or greater, a public hearing must be held. While the tentative levy has only a 4.5% increase in the operational Levy, the goal of the Board is to be transparent, so a public hearing will be held.

Motion by Mr. Barnes, seconded by Mr. Palmisano, to schedule the public hearing for Wednesday, December 13, 2017, at Metamora Grade School. The time for the hearing is 7:00 p.m.

A. School Board Convention

Mr. Payne provided the Board with a packet of information regarding the upcoming professional development at the convention. The discussion among the BOE was to be certain to attend breakout session that applied to a committee they are serving. The conversation also has a report given from each BOE member on at least one of the sessions attended, and to bring home an idea that can be put into place for the benefit of the district.

Executive Session for the Purposes of: appointment, employment, compensation, discipline, performance, or dismissal of an employee(s); collective negotiation matters between the public body and its employees; student disciplinary matters; the sale or purchases of securities, investments, or investment contracts; and the establishment of reserves or settlement of claims as provided in the Local Governmental Employees Tort Immunity Act

Motion by Mr. Strawn (at 7:52 p.m.), seconded by Mr. Palmisano, to enter into Executive Session. All present voted yes on a roll call vote.

Motion by Mr. Palmisano (at 8:38 p.m.), seconded by Mr. Blundell, to adjourn the Executive Session meeting and return to Open Session. All present voted yes on a roll call vote.

Action Taken after Executive Session:

A. Personnel

a. Leave-of-Absence for Danielle Buerkett and Megan Miler.

Motion by Mr. Gualandri, second Mr. Blundell to approve the leaves. All present voted yea on roll call vote.

b. Resignation for Dayna Traver from the position of assistant track coach,

Motion by Mr. Strawn, seconded by Mr. Barnes to approve the resignation. All present voted yea on a roll call vote.

c. Emma Oplt for the position of part-time bus monitor.

Motion by Mr. Palmisano, seconded by Mr. Blundell, to approve the employment. All present voted yea on a roll call vote.

Adjournment:

Motion by Mr. Blundell, (at 8:40 p.m.), seconded by Mr. Barnes to adjourn the November 9, 2017 meeting of the Board of Education. All present voted yea on a voice vote.
