Mattoon City Council met December 5.

Here is the minutes provided by the Council:

The City Council of the City of Mattoon held a regular meeting in the City Hall Council Chambers on December 5, 2017.

Mayor Gover presided and called the meeting to order at 6:30 p.m.

Mayor Gover led the Pledge of Allegiance.

The following members of the Council answered roll call physically present: Yea Commissioner Dave Cox, Yea Commissioner Sandra Graven, Yea Commissioner Rick Hall, Yea Commissioner Preston Owen, and Yea Mayor Tim Gover.

Also physically present were City personnel: City Administrator Kyle Gill, City Attorney Daniel C. Jones, Finance Director/Treasurer Beth Wright, Public Works Director Dean Barber, Fire Chief Tony Nichols, Assistant Fire Chief Sean Junge, Police Chief Jason Taylor, Arts & Tourism Director Angelia Burgett, and City Clerk Susan O’Brien.

Consent Agenda

Mayor Gover seconded by Commissioner Hall moved to approve the consent agenda consisting of minutes of the regular meeting November 21, 2017; bills and payroll for the last half of November, 2017.

Mayor Gover declared the motion to approve consent agenda carried by the following vote: Yea Commissioner Cox, Yea Commissioner Graven, Yea Commissioner Hall, Yea Commissioner Owen, Yea Mayor Gover.

Presentations, Petitions And Communications

Mayor Gover opened the floor for Public comments or questions with no response.

Mayor Gover presented a retirement plaque to retired Police Chief Branson and accolades of his service to the City. Retired Chief Branson thanked the Council and employees and expressed his gratitude to the City. Chief Taylor presented retired Police Chief Branson with tokens of appreciation.

Mayor Gover presented Miss Ella Bahney, a sixth grade student, a proclamation which acknowledged her accomplishment for being selected from cheerleaders and dancers nationwide to participate in the Philadelphia Thanksgiving Parade. Mayor Gover noted pride in Ella’s accomplishment and her demonstration of a good example of students of Mattoon.

New Business

Mayor Gover seconded by Commissioner Graven moved to approve Council Decision Request 2017-1812, ratifying the re-appointments of Carolyn Cloyd, Dan Lawrence and John Covington to the Public Works Advisory Board with terms ending 12/31/2020.

Mayor Gover opened the floor for comments/questions/discussion with no response.

Mayor Gover declared the motion carried by the following vote: Yea Commissioner Cox, Yea Commissioner Graven, Yea Commissioner Hall, Yea Commissioner Owen, Yea Mayor Gover.

Commissioner Hall seconded by Commissioner Owen moved to approve Council Decision Request 2017-1813, approving the promotion of Engineer Michael Shane Diepholz to Captain, effective December 1, 2017, due to the retirement of Captain Donnell.

Mayor Gover opened the floor for questions/comments/discussion with no response.

Mayor Gover declared the motion carried by the following vote: Yea Commissioner Cox, Yea Commissioner Graven, Yea Commissioner Hall, Yea Commissioner Owen, Yea Mayor Gover.

Mayor announced Council Decision Request 2017-1814, approving the replacement of the Police Department’s mobile radio system, the bid specifications, and the solicitation of bids was being pulled from the agenda at this time.

Mayor Gover seconded by Commissioner Hall moved to approve Council Decision Request 2017-1815, authorizing the purchase of one 2018 Chevrolet Impala Administrative Package vehicle in the amount of $23,479 from Myles Chevrolet for the Mattoon Police Department.

Department Reports:

City Administrator/Community Development noted work on TIFs, mapping of housing at the strategic planning session, and code enforcement on small developments; otherwise, business as usual. Mayor Gover opened the floor for questions with no response.

City Attorney noted business as usual. Mayor Gover opened the floor for questions with no response.

City Clerk noted business as usual.

Finance noted receipt of the final installation of property taxes including TIF in the amount of just over $950,000 resulting in total property taxes of $4.35 million; processed shared increment to other taxing bodies; and transferred funds to the pension funds. Mayor Gover opened the floor for questions with no response.

Public Works updated Council on Humboldt’s water including the installation of a new section of line near Country Orchard in the next week and at Sarah Bush Lincoln Health Center as well, and the Public Works Building interior. Commissioner Cox requested Director Barber pass a compliment to Water Treatment Plant Superintendent Dave Basham for his dedication to resolve the Humboldt water issue.

Fire announced possession of the new fire truck with training this week and having the truck in service on December 12th with a ceremony at 10:00 a.m.; noted the requesting of funds from the AFG in the amount of $285,716; and thanked Capt. Rich Heuerman for preparing the ebay auctions for surplus equipment. Chief Nichols stated Retired Captain Jim Donnell was not in attendance but wanted to acknowledge his retirement after more than 28 years of service with the City. Engineer Ueleke would begin maintaining the equipment. Captain Diepholz would provide great leadership in his promotion as Captain. Mayor Gover opened the floor for questions with no response.

Arts And Tourism announced a successful Celebrate Downtown event and noted a record number of attendees in the Lone Elm Room during the event; and mentioned at least 8,000 cars for Lightworks so far. Mayor Gover opened the floor for questions with no response.

Comments By The Council

Commissioner Graven thanked those who attended the Bicentennial Flag ceremony and thanked the Fire Department for raising the flag. Commissioner Hall provided accolades for Retired Captain Jim Donnell; announced his attendance at the Celebrate Downtown event which had a good parade, number of attendees, and participants with entertainment such as DeBuhrs and Mattoon Public Library; and noted the upcoming mapping meeting to promote Mattoon. Commissioners Cox and Owen had no further comments.

Commissioner Hall seconded by Commissioner Cox moved to adjourn at 6:51 p.m.
