Lacon City Council met November 13.

Here is the minutes provided by the Council:

Acting Mayor John Wabel opened the meeting with the pledge of allegiance. Answering roll call were Aldermen: Jason; Hattan; Modro; Wabel, Strawn & Hoskins. City Clerk Anderle and Treasurer Davis were also present.

Public Comment:

Norman Birchler addressed the council with complaints about traffic passing on the right at intersections on Route 17 and vehicles parking on the wrong side of the street.

Approval of Minutes:

Alderman Hattan moved to approve the October 16, 2017 Regular City Council minutes. Alderman Jason seconded. Roll call: 6 ayes.

Pay Monthly Bills:

Alderman Modro moved to authorize payment of bills as presented with the addition of 1st & final bill for Advanced Asphalt for $42,701.75. Alderman Jason seconded. Roll call: 6 ayes.

New Business:

Alderman Strawn made a motion to approve a donation of $1,000 for the Lacon Home Journal Christmas Fund. Alderman Jason seconded. Roll call: 6 ayes.

Alderman Strawn made a motion to approve the Annual Christmas Party at Club LaCon on December 16th. Alderman Hattan seconded. Roll call: 6 ayes.

Acting Mayor Wabel stated the employees have not received an increase for their Christmas bonus for 10 years. Wabel asked the council if they wanted to increase the employee bonuses this year. Discussion was to leave as is and look at budgeting for an increase next year. Alderman Modro made a motion to keep the bonus the same, City Employee Christmas Bonus of $200 for Full-time and $50 for Part-time. Alderman Hattan seconded. Roll call: 6 ayes.

Acting Mayor Wabel stated the tax base went down $341,000. This was due to Meta Tec getting a deduction in their real estate taxes. Two items were added to the 2017-18 Tax Levy, Medicare $6,000 and Street Lighting $6,000. Wabel stated this year’s levy is $1,000 less from last year. Alderman Strawn made a motion to approve 2017-2018 Tax Levy Ordinance 2017-21 in the amount of $157,500.00. Alderman Modro seconded. Roll call: 6 ayes.

Engineer Mike Richetta presented his revised estimate from the 2012 ITEP Grant for replacing street lights and boring underground electric in the business district on Route 17 and half a block on some side streets. Richetta stated for this bid he removed the cost of decorative sidewalk from the previous grant, which brings the new total estimate in at $1,195,698 with the city share at $389,604. Richetta stated we could reduce it more if needed by taking out pedestrian lighting and sidewalk work. Shug Grosenbach from NCICG addressed the council stating the application is due by December 1, 2017. NCICG can help with the application by writing the narrative and getting letters of support from Legislative leaders from the district. Alderman Strawn made a motion to approve NCICG Agreement for Application Services for the ITEP Streetscape project with a cost of service of $2,000. Alderman Jason seconded. Roll call: 6 ayes.

Alderman Hattan made a motion to approve Resolution 2017-22 Illinois Department of Transportation ITEP Resolution of Support for Streetscape Projected located on IL Route 17. Alderman Hoskins seconded. Roll call: 6 ayes.

Alderman Hattan made a motion to approve IDOT Local Assurance of funds form for the ITEP grant. Alderman Strawn seconded. Roll call: 6 ayes.

Alderman Hattan made a motion to approve Resolution 2017-23 Supporting Illinois Bicentennial 200th Anniversary of the Adoption of the Illinois Constitution. Alderman Modro seconded. Roll call; 6 ayes.

Alderman Reports:

Alderman Strawn stated for winter snow removal the public works department is asking to have all trailers removed off of the streets.

Alderman Hoskins reported that a new part-time police officer has been hired.

Alderman Modro reported we have received our 2018 quote for liability insurance from Kuhl Insurance for $47, 667. Recommendation is to accept the quote.

Alderman Hattan reported the North High Street water project is still in progress. The connection to the Midland Elementary building will happen during the schools Thanksgiving break since it will involve shutting the water off to the school.

Acting Mayor Wabel reported Good Energy has amended our rate for electric from $.0585/kWh to $.0560/kWh for 2018 and $.05496 in June 2019 and the contract will now expire in 2020.

Alderman Modro moved to adjourn at 8:01 p.m. Aldermen Strawn seconded. Roll call: 6 ayes.
