Pontiac City Council met Nov. 20.

Here is the minutes provided by the Council:

Mayor Russell called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille. Absent: Hicks, Panno and Myers.

CONSENT AGENDA

Mayor Russell stated that there were four items on the consent agenda. He asked if there was a need to have any item removed for later discussion. Hearing none, motion made by Eckhoff, second by Alvey that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Alvey to approve the minutes of the November 6, 2017 City Council meeting as written. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

B. Motion by Eckhoff, second by Alvey to approve payment of bills totaling $ 781.68 from the TIF I Fund. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

C. Motion by Eckhoff, second by Alvey to approve payment of bills totaling $165,121.57 from all other funds. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

D. Motion by Eckhoff, second by Alvey to approve the parade permit for November 24, 2017 by PROUD. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Hicks, Gabor and Wille.

REGULAR AGENDA

A. KidsNic Request

Motion by Causer, second by Wille to approve the use of the Council Chambers and parking lot for KidsNic Winter activities on January 7, 2018. KidsNic will pay the fee and if all is cleaned etc. after the party, City will waive fee. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

B. Second Curb Cut Request

Motion by Kallas, second by Swanson to approve the plans for a second driveway entrance at 410 E. Torrance Ave. and approve plans for culvert. Resident will pay all costs. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

C. Town App Update

Tourism Department gave the Council an update on the rTown app and also instructions on how to use app.

D. Resolution 2017-R-011 - IMRF

Motion by Eckhoff, second by Causer to approve Resolution 2017-R-011 increasing the threshold to 1000 hours to participate in IMRF to all hired or elected after this passage. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

E. Winter Storm Policies

Chris Brock, Superintendent of the Street Department updated Council on the winter storm policies such as salting and plowing City streets. Chief Runyon explained the policies of winter storm preparedness such as using the Rec Center as an emergency shelter if motels are full, resources for food and cots, and emergency phone numbers,

F. Employee Christmas Gifts

Motion by Gabor, second by Causer to approve the giving of Christmas gifts to City Employees; $50.00 for full time and $25 for part-time, paid on call and volunteer firemen. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

G. Crawford, Murphy & Tilly Contract Amendment

Motion by Alvey, second by Kallas to approve the Amendment for expanded scope of design work at the City airport by Crawford, Murphy, Tilly. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

H. Disposal of Surplus Equipment

Motion by Eckhoff, second by Swanson to approve the sale of surplus equipment owned by the City and to publish same for sale. On a roll call vote, motion carried 7-0. Aye votes recorded: Alvey, Swanson, Eckhoff, Kallas, Causer, Gabor and Wille.

I. Public Gardens

Chris Brock gave Council a progress report on the City’s public Gardens offered at Cleary Street and Oak Street. All plots were used, including the Scouts who used their plots to donate food to local pantries. If the City lots are not sold, the garden plots will be offered again next season.

Alderman Causer had some calls on the Santa House being out further in the street. Staff will put out cones for safety.

Administrator Comments

Reminder Committee of the Whole on November 27, 2017 at 6:00 P.M. and garbage route dates because of the holidays.

On motion duly made and seconded, the regular meeting of the City Council was adjourned.
