Arcola City Council met Aug. 7.
Here is the minutes provided by the Council:
Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Smith Ferguson and Guyot. Treasurer Anderson and Attorney Bequette were also present. Alderpersons Huckstep and Hensley and City Administrator Wagoner were not present.
PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT There was none.
APPROVAL OF JULY 17, 2017 COUNCIL MEETING MINUTES Alderman Foran moved to approve the July 17. 2017 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, Foran, aye; Smith, aye; Ferguson, abstain; Guyot, aye. Motion carried.
APPROVAL OF JULY 15 – AUGUST 04, 2017 BILLS Alderman Smith moved to approve the July 16 – August 04, 2017 bills with the amended date of July 16. Alderman Foran seconded the motion. Roll call vote, Foran, aye; Smith, aye; Ferguson, abstain; Guyot, aye. Motion carried.
APPROVAL OF THE TREASURER’S REPORT FOR JULY Alderman Foran, moved to approve the Treasurer’s report for July and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
APPROVAL OF THE JULY ZONING OFFICER’S REPORT The Zoning Officer reported no Permits issued in the month of July. Alderman Smith moved to approve the Zoning Officer’s report for July and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE RESOLUTION NO. 17-R-2, A RESOLUTION GRANTING TIF FUNDS FOR PUBLIC INFRASTRUCTURE REPLACEMENT Alderman Foran moved to approve Resolution No. 17-R-2 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE RESOLUTION NO. 17-R-3, A RESOLUTION REQUESTING TEMPORARY CLOSURE OF A STATE HIGHWAY FOR THE ANNUAL BROOM CORN FESTIVAL PARADE Alderman Foran moved to approve Resolution No. 17-R-3 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE SERVICE AGREEMENT WITH COLES COUNTY REGIONAL PLANNING FOR LOCAL UPDATE OF CENSUS ADDRESSES (LUCA) Alderman Foran to approve Service Agreement with Coles County Regional Planning for local update of Census addresses (LUCA), not to exceed $3,500. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.
COMMITTEE REPORTS
Alderman Foran Reported the Park, Street & Alley Committee met prior to this meeting and discussed vacating an alley, and the ITEP Grant-sidewalk plan. Also discussed soccer field repairs and the park project.
Alderman Smith Had nothing at this time.
Alderwoman Ferguson Had nothing at this time.
Alderman Guyot Reported the Water & Sewer Committee met following last regular meeting and discussed the Rod Pollock water bill.
As this concluded the business of the meeting, Alderman Foran moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.
