Marshall City Council met April 24.

Here is the minutes provided by the Council:

The regular meeting of the City Council was called to order at 6:30 p.m., with Mayor Camie Sanders presiding. Upon roll call, all council members were present.

Raisner made a motion, seconded by LeFever to approve minutes of previous meeting as written. Upon roll call, all council members voted for. Motion carried.

Presentations were given by the Marshall Library concerning the Annual Appropriation and Charles Branch on R360.

Strait made a motion, seconded by Raisner to adopt Ordinance No: 2017-O-11, an Ordinance amending Chapter 86. Utilities. Article II. Electrical Service. Section 86-60. Policy Statement; fee in Lieu of Taxes. Upon roll call, all council members voted for. Motion carried.

Strait made a motion, seconded by Wallace to adopt Ordinance No: 2017-O-12, an Ordinance amending Chapter 86. Utilities. Article IV. Water Service. Division 1. Generally. Section 86-112. Policy Statement; Fee in Lieu of Taxes. Upon roll call, all council members voted for. Motion carried.

Strait made a motion, seconded by Wallace to adopt Ordinance No: 2017-O-13, an Ordinance amending Chapter 2. Administration. Article VI. Finance. Division 2. Capital Improvement Fund. Section 2-323. Uses. Upon roll call, all council members voted for. Motion carried.

LeFever made a motion, seconded by Strait to adopt Ordinance No: 2017-O-14, an Ordinance Setting and Establishing the Rates of Payment for Various Employees of the City of Marshall, Illinois for the Fiscal year commencing on the first day of May, 2017, and ending on the 30th day of April, 2018. Upon roll call, all council members voted for. Motion carried.

Raisner made a motion, seconded by Smitley to approve the purchase of a Fiberglass Lion Statue in the amount of $2,000.00. Upon roll call, all council members voted for. Motion carried.

Raisner made a motion, seconded by LeFever to approve a street closing request from Marshall Main Street for the annual Lemonade Stand Contest and Strawberry Fest, Friday, July 7, 2017. Streets to be closed are: Archer Ave – 5th to 6th from 4:00 p.m. to 8:30 p.m. Upon roll call, all council members voted for. Motion carried.

LeFever made a motion, seconded by McKittrick to pay bills as presented in the amount of $558,941.55. Upon roll call, all council members voted for. Motion carried.

LeFever made a motion, seconded by McKittrick to pay Wal-Mart in the amount of $237.93. Upon roll call, all council members voted for. Motion carried.

LeFever made a motion, seconded by McKittrick to adjourn. Upon roll call, all council members voted for. Motion carried. Meeting adjourned at 8:05 p.m.
