Arcola City Council authorizes plan for maintenance and operation of water system

Arcola City Council met Tuesday, Feb. 21.

The Arcola City Council meets at 7:30 p.m. on the first and third Monday of each month. Meetings are held at the Municipal Building, 114 N. Locust St.

MINUTES OF THE REGULAR ARCOLA CITY COUNCIL MEETING

Tuesday, February 21, 2017

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Huckstep, Smith, Moore, Key, Guyot and Foran. City Administrator Wagoner was also present. Treasurer Harvey and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderwoman Huckstep led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF FEBRUARY 06, 2017 COUNCIL MEETING MINUTES

Alderman Foran moved to approve the February 06, 2017 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF FEBRUARY 04 – FEBRUARY 17, 2017 BILLS Alderwoman Moore moved to approve the February 04 – February 17, 2017 bills as presented and was seconded by Alderwoman Key. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE DONATION TO THE ARCOLA FIRE FIGHTER’S ASSOCIATION Alderman Foran moved to waive the rental fee for Arcola Center as the City’s donation to the Arcola Fire Fighter’s Association. Alderwoman Huckstep seconded the motion. Roll call vote, all ayes. Motion carried.

REPORT FROM THE PLANNING COMMISSION The Planning Commission met February 06, 2017, reviewed and recommended the council deny a request from Rusty Brown to obtain a Special Use Permit to locate a campground at 419 N. Elm. Alderwoman Moore moved to accept the recommendation of the Planning Commission and was seconded by Alderman Smith. Roll call vote, Huckstep, aye; Smith, aye; Moore, aye; Key, aye; Guyot nay; Foran, aye. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 17-Z-1, AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO RYAN SPENCER – 205 E. FRONT STREET Alderwoman Key moved to approve Ordinance No. 17-Z-1 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE HOLD ON PARCEL NO. 01-14-04-201-032 FROM DOUGLAS COUNTY TRUSTEE ACCOUNT – VACANT LOT AT THE CORNER OF FRONT AND ELM Alderman Foran moved to release the hold on Parcel No. 01-14-04-201- 032. Alderwoman Key seconded the motion. Roll call vote, Huckstep, abstain; Smith, aye; Moore, aye; Key, aye; Guyot, aye; Foran, aye. Motion carried.

CONSIDER AND APPROVE PLAN FOR OPERATION AND MAINTENANCE OF WATER SYSTEM Alderwoman Huckstep moved to approve plan for operation and maintenance of water system. Alderman Foran seconded the motion. Roll call vote, all ayes.

Motion carried.

COMMITTEE REPORTS

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Employee Relations Committee met prior to this meeting and discussed the health & dental insurance. Also COLA raises.

Alderwoman Moore Had nothing at this time.

Alderwoman Key Had nothing at this time.

Alderman Guyot Reported the Water & Sewer Committee met prior to this meeting and discussed the plan for operation and maintenance of water system.

Alderman Foran Had nothing at this time.

As this concluded the business of the meeting, Alderwoman moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.

Adjourned at 7:23 p.m.
