CITY OF LAWRENCEVILLE, ILLINOIS

MARCH 9, 2017

MINUTES

The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, March 9, 2017 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Fritch, Holcomb, Stevens, Courtney, Howder, Waldrop and Blacketer. Absent: Lynn.

Mayor Wagner called the meeting to order. Waldrop gave the prayer. All present then recited the Pledge of Allegiance while facing the flag.

The Council had earlier received copies of the minutes of the regular Council meeting of February 9, 2017. Mayor Wagner asked for questions or comments. Stevens made a motion to approve the minutes of the meeting of February 9, 2017. Blacketer seconded the motion. Motion passed on a voice vote.

The Council had earlier received copies of the bills of the City, Sewer and Water Departments for February. Mayor Wagner asked for questions or comments. Waldrop made a motion to approve paying the bills for February. Holcomb seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Holcomb, Fritch, Stevens, Courtney, Howder, Waldrop and Blacketer. Nays: None. Absent: Lynn.

Mayor Wagner reported the City’s accounts to the Council. The City working budget, after 10 months into the FY 16-17, is under 4%. Mayor Wagner praised all City employees for their hard work and dedication to the City.

Waldrop, Finance Committee chairperson, reported that the Finance Committee reviewed the working budget for 2016-2017. All departments are maintaining their budgets. The Committee discussed the City’s investments and other accounts, all are up to date and will be available for payments when due. The pool cash account is in great shape and will be available for extra projects. There has been $677,529.00 spent on extra projects this fiscal year.

Mayor Wagner presented the City’s operational budget report for fiscal year 2017-2018. The $4,475,100.00 budget increased 2% in the general fund and a 3% overall. All department heads received and agreed with the budget.

Mayor Wagner presented the “Key to the City” to longtime business owner Benny L. Cochran. Cochran Insurance has been an insurance company in the community for 86 years.

Stevens, chairperson of the Cemetery Committee noted that a Cemetery rule has been revised.The Cemetery committee changed rule #34 to read: “No burial will be allowed in the cemetery after 3:00p.m.on any day of the week. If funeral services require cemetery work beyond 4:00 p.m., there will be a minimum charge of $150.00 for each hourly increment until cemetery employees have completed all required post-interment work.”

Fritch, Utilities Committee chairperson, reported that the Utility Committee recommended that the fence on the sewer lagoon be upgraded. The lagoon walkway, Scriber DO and the water exit unit will be upgraded upon recommendation of HMG Engineering. The Utility Committee approved a new mower for the Sewer Department.

Mayor Wagner read some upcoming events scheduled: Yard waste pickup will begin on April 17th and the City –wide pickup will be April 26th, 27th and 28th.

A classic car show will be April 8th, on the City square from 1:00 p.m. – 5:00 p.m. The public is invited and all proceeds will benefit the Lawrence County Cancer Resource Center and Wig Shop.

URCHOICE dinner-dance-silent auction will be on April 8th, from 6 – 9p.m. at Bridgeport Grade School. URCHOICE is a Lawrence County Not-For-Profit group, and all proceeds from the evening will benefit the Lawrence County Drug Court.

Blacketer made a motion to adjourn. Waldrop seconded the motion. The motion was approved by voice vote. Time: 7:45 p.m.
