Arcola City Council met Monday, Dec. 5.
The Arcola City Council meets at 7:30 p.m. on the first and third Monday of each month. Meetings are held at the Municipal Building, 114 N. Locust St.

MINUTES OF THE REGULAR ARCOLA CITY COUNCIL MEETING Monday, December 05, 2016
Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Smith, Guyot, Foran and Huckstep. Alderwomen Moore and Key were not present. City Administrator Wagoner, Treasurer Harvey and Attorney Bequette were also present.
PLEDGE OF ALLEGIANCE Alderman Smith led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT There was none.
APPROVAL OF NOVEMBER 21, 2016 COUNCIL MEETING MINUTES Alderman Foran moved to approve the November 21, 2016 council meeting minutes as presented and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
APPROVAL OF NOVEMBER 19 – DECEMBER 02, 2016 BILLS Alderman Foran moved to approve the November 19 – December 02, 2016 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
APPROVAL OF THE TREASURER’S REPORT FOR NOVEMBER Alderwoman Huckstep moved to approve the Treasurer’s report for November and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
APPROVAL OF THE NOVEMBER ZONING OFFICER’S REPORT The Zoning Officer reported 4 permits issued in the month of November with valuation of $5,912,900 and $17,360 in fees collected. Alderman Foran moved to approve the November Zoning Officer’s report and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
REPORT FROM THE TOURISM ADVISORY COMMITTEE The Tourism Advisory Committee met November 03rd, reviewed and recommended the council approve $47,627.94 request for tourism advertising. ($16,095.45, Chamber of Commerce; $30,000, Best Western; $1,532.49 Beautification Committee). Alderman Foran moved to accept the recommendation of the Tourism Advisory Committee and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE DONATION TO THE ARCOLA FIREFIGHTERS ASSOCIATION TOYS FOR TOTS Alderman Smith moved to approve a $100 donation to the Arcola Firefighters Association Toys for Tots and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE DONATION FOR THE SANTA FUND Alderman Guyot moved to approve a $100 donation for the Santa Fund and was seconded by Alderman Foran. Roll call vote, all ayes Motion carried.
CONSIDER AND APPROVE BONUS FOR FULL AND PART-TIME EMPLOYEES Alderman Smith moved to approve bonuses for full and part-time employees. Full time employees will receive $150 net; part-time and seasonal employees working over 250 hours will receive $100 net and those that worked more than 50 hours but less than 249 will receive a net of $50. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.
CONSIDER AND ADOPT AMENDED EMPLOYEE HANDBOOK Alderman Foran moved to adopt amended employee handbook and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
COMMITTEE REPORTS
Alderman Smith Had nothing at this time.
Alderman Guyot Had nothing at this time.
Alderman Foran Reported the Water & Sewer Committee met and J.
D. Laster with Laster Construction presented his ideas for completing work to the storm drain which has collapsed under school parking lot.
Also discussed making new drain at Jacques and Dogwood more visible to keep truck traffic from driving over it.
Also discussed the replacement of some street signs.
As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.
