Silvis City Council authorizes purchase of excavator

Silvis City Council met Monday, Dec. 12.

City Council meetings are held on the second and fourth Monday of every month. If a city recognized holiday falls on a second or fourth Monday the meeting is rescheduled for the following Tuesday. The meetings are held at the Tuscola City Hall, 214 N. Main at 7:30 pm. City Council meeting are open to the public.

20 December 2016 Minutes of the Regular and Committee of the Whole Meetings of the Silvis City Council held in the Silvis Police Department Silvis at 6:30p.m.

1) Pledge of Allegiance: Mayor Tom Conrad called the 20 December 2016 Regular meeting of the Silvis City Council to order at 6:30pm and led the Silvis City Council in the Pledge of Allegiance.

2) Roll Call:

Mayor Tom Conrad asked Deputy City Clerk Andrea Gryp to call the Roll. Members present: Bob Cervantes, Larry York, Matt Carter, Kathy Hall, Caryn Unsicker, Bob Rockwell, Rick Lohse, Todd Malmstrom.

Member absent: none.

3) Proclamations: Commendation for Allison McNeill

4) Guest Speaker: None

5) Public Comment: Bill Fox, Silvis resident, asked about excavator purchase and cost of new police station.

6) Consent Agenda: Mayor Tom Conrad asked Deputy City Clerk Andrea Gryp to read the Consent Agenda dated 20 December 2016. Deputy Clerk Gryp read the Consent Agenda dated 20 December 2016. Mayor Conrad asked if anything needed to be removed from the Consent Agenda dated 20 December 2016. Mayor Tom Conrad asked for a motion to accept the Consent Agenda dated 20 December 2016

Motion.

Alderman Matt Carter made a motion to approve the Consent Agenda dated 20 December 2016. Motion was seconded by Alderwoman Kathy Hall.

A) Economic Development Item 1) Ordinance 2016-61 first amendment to TIF Redevelopment with Slyter Professional Holdings

Motion Alderwoman Kathy Hall made a motion to suspend the rules to consider Ordinance 2016-61 an ordinance for a redevelopment agreement by and between the City of Silvis and Michael and Lindy Slyter and Slyter Professional Holdings. Motion was seconded by Alderwoman Caryn Unsicker.

Motion carried via voice vote.

Motion Alderwoman Kathy Hall made a motion to adopt Ordinance 2016-61 an ordinance for a redevelopment agreement by and between the City of Silvis and Michael and Lindy Slyter and Slyter Professional Holdings.

Motion was seconded by Alderwoman Caryn Unsicker.

B) Ordinance

Item 1) Ordinance 2016-62-A

Motion: Alderman Todd Malmstrom made a motion suspend the rules to consider Ordinance 2016-62-A an amendment to Responsible Bidder ordinance to include drug and substance abuse testing and mandatory 10 hour OSHA training

Motion was seconded by Alderman Rick Lohse.

Motion carried via voice vote

15) Call for Adjournment from the Regular Meeting of the Silvis City Council Mayor Tom Conrad stated that if there was no more business to be brought before the 20 December 2016 Regular Meeting of the Silvis City Council he would entertain a motion to adjourn.

Motion Alderwoman Caryn Unsicker made a motion to adjourn from the 20 December 2016 Regular Meeting of the Silvis City Council. Motion was seconded by Alderman Todd Malmstrom. **Motion carried via voice vote ** The 20 December 2016 Regular Meeting of the Silvis City Council adjourned at 6:46pm.

16) Call Committee of the Whole to Order & Roll Call Mayor Tom Conrad called the 20 December 2016 Silvis City Council Committee of the Whole Meeting to order at 6:46pm and asked Deputy City Clerk Andrea Gryp to call the Roll.

Roll Call Members present: Bob Cervantes, Larry York, Matt Carter, Kathy Hall, Caryn Unsicker, Bob Rockwell, Rick Lohse, Todd Malmstrom.

Motion:

Alderman Todd Malmstrom made a motion to place Ordinance 2017-01 an ordinance authorizing and approving Public Act 99-0604 known as the “Local Government Travel Expense Control Act” on the 3 January 2017 agenda for approval. Motion was seconded by Alderman Bob Rockwell.

B) Public Works

Item 1) Purchase of Excavator

Discussion: Alderman Rick Lohse discussed the purchase of excavator for Public Works Department at a cost of $65,000.00. (will purchase trailer at a later time.) Council agreed that the amount should be changed from $65,000.00 to $58,021.50.

Motion: Alderman Rick Lohse made a motion to place the purchase of excavator at a cost not to exceed $58,021.50 on the 3 January 2017 agenda for approval.

20) Comments from Alderperson-All Aldermen/Alderwomen agreed that the progress on the new police station was great and that the building looked very nice.

21) Executive/Closed Session: Motion: Alderman Rockwell made a motion to go to closed session to review closed session minutes as allowed in 5 ILCS 120/2(a). Motion was seconded by Alderman Todd Malmstrom. Vote: Alderpersons voting aye: Cervantes, York, Carter, Hall, Unsicker, Rockwell, Lohse, Malmstrom Motion carried 8 ayes 0 nays 0 absent The 20 December 2016 meeting of the Silvis City Council Committee of the Whole went into closed session at 7:01pm The 20 December 2016 meeting of the Silvis City Council Committee of the Whole returned from closed session at 7:18pm Mayor Tom Conrad asked Deputy City Clerk Andrea Gryp to call the Roll. Members present: Cervantes, York, Carter, Hall, Unsicker, Rockwell, Lohse, Malmstrom. Member absent: None Mayor Tom Conrad noted that no action was taken in closed session.

22) Adjournment

Mayor Tom Conrad asked if there was any other business that needed to be brought before the 20 December 2016 Committee of the Whole meeting of the Silvis City Council. Hearing none, Mayor Conrad asked for a motion to adjourn from the 20 December 2016 Committee of the Whole meeting of the Silvis City Council.

Motion Alderwoman Caryn Unsicker made a motion to adjourn from the 20 December 2016 Silvis City Council Committee of the Whole meeting. Motion was seconded by Alderman Bob Cervantes.

Motion carried via voice vote The 20 December 2016 Committee of the Whole meeting of the Silvis City Council adjourned at 7:19pm
