The Illinois Racing Board met Sept. 27 to review license requests.

On Tuesday, September 27, 2016, a regular meeting of the Illinois Racing Board was held at the James R. Thompson Center, Chicago, Illinois at 10:00 a.m. The following board members were present at the JRTC: Chairman Jeffrey Brincat, Commissioners Shelley Kalita, Robert Lunt, Arlene Mulder, Rober Muriel, Hugh Scates, Robert Schiewe, Jr., Gregory Sronce, and Travis Swoope, Staff members Domenic DiCera, Mike Pieczonka, Bob Lang, nad Mickey Ezzo were also present.
Licensee requests
Commissioner Sronce moved to approve a request by Fairmount Park Inc. for the disbursement of $63,500 from the Quarter Horse Purse fund authorized under section 26.9 of the act. Commissioner Scates seconded the motion. The motion passed unanimously (9-0) by roll call vote.
Commissioner Lunt moved to approve a request by board staff to transfer the following intertrack wagering location licenses from Quad City Downs Inc. to Arlington International Racecourse, LLC pursuant to Public act 99-757: Aurora, Hoffman Estates, McHenry, Rockford, and South Elgin. Commissioner Swoope seconded the motion. The motion passed unanimously (9-0) by roll call vote.
Chairman Brincat moved to award 2017 organization licenses and approve the following race dates schedule for 2017. Commissioner Sronce seconded the motion. The motion passed unanimously (9-0) by roll call vote.
Fairmount Park - 41 race programs. May 2 through September 23, racing 2 days per week on Tuesdays and Saturdays. Racing on Monday, September 4. Dark on September 2 and 5.
Hawthorne Race Course - 59 race programs and 150 total host programs. March 3 through April 1, racing 2 days per week on Fridays and Saturdays; April 2 through April 29, racing 3 days per week on Thursdays, Fridays, and Saturdays; October 1 through November 4, racing 4 days per week on Wednesdays through Saturdays. Dark October 4 and 5; November 5 through December December 2, racing 3 days per week on Thursdays, Fridays, and Saturdays. Dark on November 23; and December 3 through December 31, racing 2 days per week on Fridays and Saturdays. Hawthorne shall transfer to Arlington Park's purse account, dark host purses from March 5, 2017 through March 26, 2017.
Arlington Park - 71 race programs and 215 total host programs. January 1 through March 2 dark host time and no live racing; April 30 through July 9, racing 3 days per week on Fridays, Saturdays and Sundays. Racing begins on May 5. Racing on Monday, May 29 and Monday, July 3. Dark on May 7 and May 21; July 10 through September 4, racing 4 days per week on Thursdays through Sundays. Racing on Monday, September 4. Dark on August 31; and September 5 through September 30, racing 3 days per week on Thursdays, Fridays, and Saturdays. Dark September 24 through September 30. Racing three twilight programs, post time approximately 4:30 p.m., and the exact dates shall be provided to the board no later than February 1, 2017.
Suburban Downs at Hawthorne Race Course - 80 race programs and 365 total host programs. May 11 through September 24, racing 4 nights per week on Thursdays through Sundays.

Chairman Brincat moved to approve the minutes of the July 28, 2016 Board meeting. Commissioner Swoope seconded the motion. The motion passed unanimously (7-0) by voice vote. Commissioners Lunt and Sronce abstained
