The city of Lawrenceville City Council met Oct. 13 to update the "Local Loyalty Bucks" program.

MINUTES
The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, October 13, 2016 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Blacketer, Fritch, Holcomb, Howder, Courtney, Lynn and Waldrop. Absent: Stevens.
Mayor Wagner called the meeting to order. Waldrop gave the prayer. All present then recited the Pledge of Allegiance while facing the flag.
The Council had earlier received copies of the minutes of the regular Council meeting of September 8, 2016. Mayor Wagner asked for questions or comments. Waldrop made a motion to approve the minutes of the meeting of September 8, 2016. Fritch seconded the motion. Motion passed on a voice vote.
The Council had earlier received copies of the bills of the City, Sewer and Water Departments for September. Mayor Wagner asked for questions or comments. Lynn made a motion to approve paying the bills for September. Holcomb seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Blacketer, Holcomb, Fritch, Howder, Courtney, Lynn and Waldrop. Nays: None. Absent: Stevens.
Mayor Wagner reported the City’s accounts to the Council. The City working budget is 9% under budget into the 16-17 fiscal year. Mayor Wagner praised all City employees for their hard work and dedication to the city.
Mayor Wagner presented “keys to the city” to two longtime business husband and wife team owners. John and Barbara McKim, owners of Mckim’s IGA has been a go-to-place for groceries within the community. Stuart K. and Deloris Lankford, owners of WAKO radio 103.1 FM and 910 AM has been the voice of Lawrence County.
Mayor Wagner presented Ordinance #1511 to the Council. Ordinance #1511 purposed to approve the Annual Levy for 2016 for the City of Lawrenceville. Mayor Wagner gave the second reading of the Annual Levy Ordinance; $460,000.00 in property taxes. Mayor Wagner asked for questions or comments. Waldrop made a motion to approve Ordinance #1511. Blacketer seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Blacketer, Waldrop, Courtney, Fritch, Blacketer, Holcomb, Lynn and Howder. Nays: None. Absent: Stevens.
Mayor Wagner reported to the Council for the Route 50 Four-Lane Coalition. A plan design for a four-lane roadway beginning east of Lawrenceville and continuing west of the Wal-Mart distribution center near Olney, IL. Mayor Wagner asked for questions or comments. Lynn made motion to a give $1,500.00 to the Route 50 Four-Lane Coalition. Holcomb seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Blacketer, Waldrop, Courtney, Lynn, Fritch, Holcomb and Howder. Nays: None. Absent: Stevens.
Tom Tipsword, from the T.I.F. committee, read the minutes of the T.I.F meeting to the Council. In the T.I.F #1 district, several projects will start up in 2016 and 2017. The City will help start-up businesses that are in-the-works for growing the area. Yost Housing Development will be groundbreaking a 30-unit rental housing complex in the spring of 2017 in T.I.F #1. New street lights and sidewalk are projects in T.I.F #1 might do in 2017.
Mayor Wagner asked for questions or comments. Courtney made a motion to approve the use of T.I.F. money for projects in T.I.F #1. Lynn seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Blacketer, Howder, Fritch, Lynn, Holcomb, Howder and Waldrop. Nays: None. Absent: Stevens.
Rachel Hipsher, of the Chamber of Commerce, stated the City has been a loyal supporter of the Capital Classic Basketball tournament. Hipsher requested $400.00 for being a “Gold Sponsor” for the basketball tournament. Mayor Wagner asked for questions or comments. Lynn made a motion to approve a $400.00 stipend for the basketball tournament. Courtney seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Blacketer, Courtney, Lynn, Fritch, Holcomb, Howder and Waldrop. Nays: None. Absent: Stevens.
Rachel Hipsher updated a program called Local Loyalty Bucks’; the public will buy loyalty bucks from the Chamber of commerce to be used at a local business and in turn the local business will return these to the Chamber for cash. The Loyalty Bucks program has sold $24,000.00 in the community.
Mayor Wagner reported a third bus stop to be constructed near the former Central School.
Mayor Wagner noted to the Council that John White Jr. was appointed to the Zoning Board to replaced John White Sr.
The Legislative Committee will meet next week to discuss ongoing issues.
Mayor Wagner read a proclamation that states October, 2016, A.D. will be: “Manufacturing Awareness and Appreciation Month.”
Thank you note was read from the family of Dr. Doug Kirk.
Mayor Wagner noted some events scheduled: Lawrence County United Fund-Toyota Boshoku Illinois “Open House – Health Fair” October 15th. Representative Reggie Phillips will have a panel discussion on October 17th 6:30 p.m. in the Council Chambers and the City will have Halloween hours on October 31st from 6:00 p.m. to 8:00 p.m.
Blacketer made a motion to adjourn. Lynn seconded the motion. The motion was approved by voice vote. Time: 7:35 p.m.
