Arcola City Council meets to approve agreements

Members of the Arcola City Council met Monday, July 18.

The Arcola City Council meets at 7:30 p.m. on the first and third Monday of each month. Meetings are held at the Municipal Building, 114 N. Locust St.

CDAP CLOSE OUT HEARING Mayor Ferguson opened the CDAP Close Out

Hearing at 6:45 p.m. There were no questions or comments. Mayor Ferguson closed the meeting at 6:47 p.m.

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Guyot, Foran, Smith, Moore and Key. City Administrator Wagoner and Attorney Bequette were also present. Treasurer Harvey was not present.

PLEDGE OF ALLEGIANCE Alderman Guyot led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Alderman Guyot complimented and thanked the Arcola Police Dept for the great job they do.

CONSIDER AND ACCEPT THE APPOINTMENT OF NEW COUNCIL

MEMBER, DESI HUCKSTEP Alderwoman Key moved to accept the appointment of new council member, Desi Huckstep and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

Alderwoman Huckstep repeated the Official Oath of Office and took her seat at the council table.

APPROVAL OF JULY 05, 2016 COUNCIL MEETING MINUTES Alderwoman Key moved to approve the July 05, 2016 council meeting minutes as presented and was seconded by Alderwoman Moore. Roll call vote, Guyot, abstain; Foran, aye; Huckstep, abstain; Smith, aye; Moore, aye; Key, aye. Motion carried.

APPROVAL OF JULY 01 – JULY 15, 2016 BILLS Alderwoman Moore moved to approve the July 01 – July 15, 2016 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE DONATION TO THE ARCOLA SUNRISE

ROTARY ANNUAL GOLF OUTING Alderwoman Moore moved to approve a donation in amount of $200 to the Arcola Sunrise Rotary Annual Golf Outing. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ENGINEERING AGREEMENT WITH MILANO

AND GRUNLOH – WATER METER REPLACEMENT PROJECT Alderman Foran moved to approve Engineering Agreement with Milano and Grunloh – Water Meter Replacement Project. Alderman Guyot seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE JOINT AGENCY AGREEMENT WITH ILLINOIS DEPARTMENT OF TRANSPORTATION This is tabled at this time. 

CONSIDER AND APPROVE ORDINANCE NO. 16-Z-5, VARIANCE FOR ERIC & KELLY HEADRICK Alderman Smith moved to approve Ordinance No. 16-Z-5 and was seconded by Alderwoman Key. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-S-6, TIF REDEVELOPMENT AGREEMENT WITH LIBMAN EQUIPMENT PARTNERS – 60% TAX REBATE

Alderwoman Key moved to approve Ordinance No. 16-S-6 and was seconded by Alderman Foran. Roll call vote, Guyot, aye; Foran, aye; Huckstep, aye; Smith, aye; Moore, abstain; Key, aye. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-S-7, TIF REDEVELOPMNET

AGREEMENT WITH DAVID AND BRITTANI KAUFFMAN – STOREFRONT

REBATE FOR 128 E. MAIN Alderman Smith moved to approve Ordinance No. 16-S-7 and

was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 16-R-3, A RESOLUTION

REGARDING TEMPORARY CLOSING OF STATE RIGHT OF WAY FOR ANNUAL

COMMUNITY EVENTS Alderwoman Key moved to approve Resolution No. 16-R-3 and was

seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE HIRING PUBLIC WORKS MAINTENANCE

EMPLOYEE Alderman Smith moved to approve hiring Dustin Emberton as Public Works

Maintenance Employee, starting immediately at $13.50 an hour. Alderman Foran seconded the

motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE K-9 HANDLER CONTRACT Alderwoman Key

moved to approve K-9 Handler Contract and was seconded by Alderman Guyot. Roll call vote,

all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Guyot Had nothing at this time.

Alderman Foran Reported the Park Committee met prior to this

meeting and discussed work to Moore Memorial

Park, if funding can be put together.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Had nothing at this time.

Alderwoman Moore Had nothing at this time.

Alderwoman Key Had nothing at this time.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn

and was seconded by Alderman Smith. Council approved unanimously by voice vote.
