Mattoon City Council meets to review financial presentations

Members of the Mattoon City Council met Tuesday, July 5.

The Mattoon City Council consists of four members and the mayor, who acts as the city's CEO. Council meetings are held at 6:30 p.m. on the first and third Tuesday of each month in the Council Chambers at City Hall, 208 N. 19th St.

Here are the meeting minutes as provided by the Mattoon City Council:

The City Council of the City of Mattoon held a regular meeting in the City Hall Council Chambers on July 5, 2016. Mayor Gover presided and called the meeting to order at 6:30 p.m. Mayor Gover led the Pledge of Allegiance. The following members of the Council answered roll call physically present: YEA Commissioner Dave Cox, YEA Commissioner Sandra Graven, YEA Commissioner Rick Hall, YEA Commissioner Preston Owen, and YEA Mayor Tim Gover. Also physically present were City personnel: City Administrator Kyle Gill, City Attorney Janett Winter-Black, Finance Director/Treasurer Beth Wright, Public Works Director Dean Barber, Fire Chief Anthony Nichols, Police Chief Jeff Branson, Arts & Tourism Director Angelia Burgett and City Clerk Susan O’Brien. 

CONSENT AGENDA 

Mayor Gover seconded by Commissioner Hall moved to approve the consent agenda consisting of minutes of the regular meeting June 21, 2016, bills and payroll for the last half of June, 2016. PRESENTATIONS, PETITIONS AND COMMUNICATIONS 

Mayor Gover opened the floor for Public comments with no response. 

NEW BUSINESS Mayor Gover seconded by Commissioner Cox moved to adopt Resolution No. 2016-2969, authorizing an Intergovernmental Agreement between the City of Mattoon and the City of Effingham to provide any necessary investigation services concerning officer-involved deaths; and authorizing the mayor to sign the agreement. 

CITY OF MATTOON, ILLINOIS RESOLUTION NO. 2016-2969 A RESOLUTION APPROVING AND AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF EFFINGHAM AND THE CITY OF MATTOON; AND AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT. WHEREAS, Effingham and Mattoon are authorized pursuant to the Illinois Intergovernmental Cooperation Act, 5 ILCS 220/3 to enter into agreements for the exercise of powers, privileges and authorities granted to the City by the Illinois General Assembly and applicable law with other duly authorized and duly organized public agencies; and, WHEREAS, the Illinois Police and Community Relations Improvement Act, 50 ILCS 727/1-1, et. seq., (hereinafter referred to as the “Act”) requires each law enforcement agency to have a written policy regarding the investigation of officer-involved deaths that involve a law enforcement officer; and, WHEREAS, Effingham and Mattoon find that it is in the best interest of the citizens of Effingham and Mattoon to enter into an agreement and memorialize their respective agreement for the implementation of the Act and the investigation of Officer-involved Deaths. 

NOW THEREFORE BE IT RESOLVED by the City Council for the City of Mattoon, Coles County, Illinois that the Mayor is hereby authorized to execute and to enter into the attached Intergovernmental Agreement between the City of Effingham and the City of Mattoon. Upon motion by Mayor Gover, seconded by Commissioner Cox adopted this 5th day of July, 2016, by a roll call vote, as follows: AYES (Names): Commissioner Cox, Commissioner Graven, Commissioner Hall, Commissioner Owen, Mayor Gover NAYS (Names): None ABSENT (Names): None Approved this 5th day of July, 2016. /s/ Timothy D. Chief Branson stated the agreement covers when the State is not available. Administrator Gill noted this type of agreement is required by State Statutes. Mayor Gover declared the motion carried by the following vote: YEA Commissioner Cox, YEA Commissioner Graven, YEA Commissioner Hall, YEA Commissioner Owen, YEA Mayor Gover. Commissioner Hall seconded by Commissioner Owen moved to approve Council Decision Request 2016-1700, approving the promotions of Captain Keith Orndorff to Shift Captain and Engineer Rex Barnes to Captain, effective July 09, 2016. Mayor Gover opened the floor for comments/discussion. 

Chief Nichols stated the employees had prior obligations and were not in attendance. Mayor Gover declared the motion carried by the following vote: YEA Commissioner Cox, YEA Commissioner Graven, YEA Commissioner Hall, YEA Commissioner Owen, YEA Mayor Gover. Commissioner Hall seconded by Commissioner Cox moved to approve Council Decision Request 2016-1701, approving the employment of replacement firefighter Anderton Cole as probationary firefighter pending successful completion of background check, effective July 16, 2016. {replacement for Hoenes} Mayor Gover opened the floor for comments/ questions/discussion. Mayor Gover acknowledged Mr. Cole’s attendance. Commissioner Hall noted Mr. Cole was from Windsor and attended Lake Land College. Mayor Gover declared the motion carried by the following vote: YEA Commissioner Cox, YEA Commissioner Graven, YEA Commissioner Hall, YEA Commissioner Owen, YEA Mayor Gover. 

Mayor Gover seconded by Commissioner Graven moved to approve Council Decision Request 2016-1702, approving the appointment of Devin G. Patterson to regular employment status with the Mattoon Police Department due to completion of his successful probationary period effective June 28, 2016. Mayor Gover opened the floor for questions/comments/discussion. Chief Branson noted Officer Patterson’s outstanding performance and passage of requirements. Mayor Gover declared the motion carried by the following vote: YEA Commissioner Cox, YEA Commissioner Graven, YEA Commissioner Hall, YEA Commissioner Owen, YEA Mayor Gover. 

DEPARTMENT REPORTS: CITY ADMINISTRATOR/ COMMUNITY DEVELOPMENT noted AFSCME negotiations and economic development with CCRP-DC; otherwise, business as usual. Mayor Gover opened the floor for questions with no response. 

CITY ATTORNEY had nothing to report. Mayor Gover opened the floor for questions with no response. 

CITY CLERK noted renewal of liquor licenses except Pizza Hut; otherwise, business as usual. Mayor Gover opened the floor for questions with no response. 

FINANCE reported on the receipt of the first installment of property taxes, effects of the State’s Stopgap Budget, and Moody’s conference call as downgrading the City’s investment rating from A1 to A2 due to pension liabilities and retirees’ health care obligations. Council discussed the rating downgrading, additional interest costs, and retirees’ health care litigation. Administrator Gill updated Council on the retirees’ health care litigation. 

PUBLIC WORKS updated Council on the Marshall Avenue project with the completion date before school starts. Mayor Gover opened the floor for questions with no response. 

FIRE updated Council on the truck committee’s progress, children’s daycare visit, passage of annual pump testing at the airport, need to fill one more firefighter position in the next few Council meetings, and uneventful holiday weekend. Mayor Gover opened the floor for questions with no response. 

POLICE noted a steady but good holiday weekend, and discussion of renovations to the Pistol Range with the administrator. Mayor Gover opened the floor for questions with no response. 

ARTS AND TOURISM noted a good holiday event and accolades to all involved, upcoming Bagelfest, sewing classes at the Depot and upcoming Photo Show. Mayor Gover opened the floor for questions with no response. 

COMMENTS BY THE COUNCIL The Commissioners had no comments. Mayor Gover announced there would be no need for a closed session. Commissioner Hall seconded by Commissioner Cox moved to adjourn at 6:44 p.m. Mayor Gover declared the motion carried by the following vote: YEA Commissioner Cox, YEA Commissioner Graven, YEA Commissioner Hall, NAY Commissioner Owen, YEA Mayor Gover. /s/ Susan J.
