The Regular Meeting of the City Council was held Monday September 18th, 2023; beginning at 6:00 p.m. Mayor Mike Nichols called the meeting to order and led the Pledge of Allegiance.

Community Affairs:
Mayor Nichols presented Resolution #091823A: Casey Westfield School Homecoming parade for approval.
Alderman Jenkins motioned approval of Resolution #091823A, seconded by Alderman Richardson. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson
Nays: 0 – None
Motion declared carried.
Mayor Nichols looked for approval of a time for Trick or Treat on 10/31/2023. Alderman Williams motioned approval to set Trick or Treat time from 5:30 – 7:30 on 10/31/2023, seconded by Alderman Jenkins. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson
Nays: 0 – None

Meeting Minutes:
Mayor Nichols looked for approval of the minutes of the September 5th, 2023 City Council Meeting.
Alderman Wilson motioned approval of the minutes of the September 5th, 2023 City Council Meeting, seconded by Alderman Mumford. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson
Nays: 0 – None

Officers Reports:
Clerk Mumford presented September 18th, 2023 Bills payable for approval in the amount of $195,345.79.
Alderman Hanley motioned approval of the September 18th, 2023 Bills payable, seconded by Alderman Jenkins. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson
Nays: 0 – None

Mayor Nichols took the time to welcome the Casey Popcorn Festival Committee that was in attendance. The Mayor and Council thanked the Committee on putting on a good festival this year and said that they would like to support them even more next year financially.
Attorney Walden reported that they are continuing to work on abandoned properties.
Superintendent Biggs reported that the block layers at the bathroom project are finished. Plumbing is being done this week. Mayor Nichols reported that he would like for Shelby to start advertising for a new hire to clean and maintain the bathrooms downtown and at the park, and then that person could also be a floater and work wherever is needed. Shelby asked for approval to set City Wide Clean up 10/7/23 – 10/14/23.
Alderman Mumford motioned approval of City Wide Clean up dates, seconded by Alderman Richardson. Upon roll call the vote was:

Economic Development Director Tait asked for approval to close SE 1st street down by the Multiplex and West Main from the stop lights to the birdcage on 9/23/2023 for Hometown Harvest Festival.
Alderman Richardson motioned approval for road closure, seconded by Alderman Jenkins. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson

Bailey presented Ryan Staley with Farnsworth Group who went over the Safe Route to School Grant and Resolution.
Alderman Hanley motioned approval of Resolution #091823B: Safe Route to School Program, seconded by Alderman Jenkins. Upon roll call the vote was:

Chief Henderson looked for approval to move John Bennett to full time status. Alderman Wilson motioned approval to move John Bennett to full time status as a Police Officer, seconded by Alderman Richardson. Upon roll call the vote was:

EMA Director Craig reported that technicians are coming back this week to continue working on the 1 siren that isn’t working properly.
New Business:
Alderman Steve Jenkins went over the Ordinance and License committee report from the meeting held on 9/18/2023. They discussed vending machines on sidewalks and Mayor Pro Tem position. They have no changes to recommend currently.
Unfinished Business:
Clerk Mumford presented final contract with Waste Management for approval. Alderman Williams motioned final approval of Waste Management Contract, seconded by Alderman Wilson. Upon roll call the vote was:

Alderman Hanley reported on the City Hall/Public Safety meeting held on 9/18/2023 where they talked about the Warning Siren controls. 911 dispatch board has approved them taking over setting our sirens off.
Alderman Hanley motioned approval to move the warning siren controls to the Clark County 911 dispatch center, seconded by Alderman Richardson. Upon roll call the vote was:
Ayes: 6 – Hanley, Jenkins, Mumford, Richardson, Williams and Wilson

Alderman Reports:
Alderman Williams asked if we had a procedure for trees growing in power lines, Superintendent Biggs reported that we did.
Alderman Wilson asked where we were at with the Water line project on Wren Road, we are waiting on 1 property owner to get back to us.
Mayor Report:
Mayor Nichols reported on electric rates of our town compared to other rates of communities in Illinois.
There was no further Business of the City Council for the September 18th, 2023 Council Meeting.
