Village of Noble Village Council met Nov. 24.
Here are the minutes provided by the council:
The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Janet Pflaum, Gary Ulm, Carol O’Dell, Ashley Pipher and Josh Wakefield. Absent Paul Summers. No guest.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Carol O’Dell to approve November 10, 2025, minutes. Seconded by Josh Wakefield. All voting Aye.
The leaf collection is being done in the village and will be done on Monday Thru Thursday 8am 3pm weekly. Residents should call Village Hall when leaves are ready to be picked up. The Village Hall will be closed Tuesday, November 11 for Veteran’s Day and closed on Thanksgiving Day & Day after Nov 27 & 28.
The Christmas parade will be held in Olney on November 29. Any volunteers will be appreciated.
The Village Christmas party is scheduled for December 12 at 6p.m. at Joe’s Pizza. The 2nd Village Board meeting in December has been canceled.
Mayor Kessler informed the Board that an OSHA inspection was done by an individual from the Illinois Department of Labor. Trustee Ulm was present along with all 4 employees. There is a list of items to repair, etc. A packet will be sent on or before February 2026 and there will be a time frame established to have all items on the list corrected and training done. Illinois Risk Management Association will be assisting with training, etc.
There were 2 pay requests from Followell Construction Co., Inc. for Bypass Piping, Sludge Removal, and Baffle Replacement for the sewer lagoon grant ($27,202.50 & $302,030.45). Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye. Mayor Kessler informed the Board that an aerator motor went bad and village employee Bill Manuel had a quote for $3,800.00 (earlier in the year). Mike Bridges talked to Jeff Vaughan to see if it would be allowed to use grant funds to purchase the motor and was told yes if it was for the lagoon.
Motion made by Ashley Pipher to adopt the Ordinance for the Levy and Collection of Taxes for fiscal year beginning May 1, 2025 for $91,200.00, an increase of 4.974% from last year levy. Seconded by Paul Summers. Roll Call Vote Taken, All voting Aye.
Trustee Pflaum Chairperson of the Personnel Committee informed the Board that the Committee met on November 17, 2025 to review applications for the part-time secretarial position and scheduled interviews for 3 applicants on November 20, 2025. One applicant rescinded her application, another applicant was a no show, and they interviewed the 3rd applicant which was Debbie Wilson. The Personnel Committee decided not to revisit other applications and to offer the job to Debbie Wilson, training will start on November 26, 2025 (she does have a prior engagement from Dec. 6 thru 14), starting hourly pay of $17.00 and beginning the first of the year a potential increase of hourly pay to $19.00. Motion made by Ashley Pipher to hire Debbie Wilson for the part-time secretary for the village at an hourly pay of $17.00 (after first of year a potential hourly increase to $19.00 hourly). Seconded by Josh Wakefield. All voting Aye.
Mayor Kessler discussed drainage issue on E. Cherry St. & Palmer St. with a previous verbal quote of $10,000.00-$15,000.00 and inquired if the Board would consider going out for bids to have the work done. Motion made by Ashley Pipher to go out for bids to have the drainage issue on E. Cherry St. & Palmer St. repaired. Seconded by Paul Summers. All voting Aye. Mayor Kessler will talk to Mike Bridges to start the process.
Motion made by Josh Wakefield to pay all the bills that were presented. Seconded by Ashley Pipher. All voting Aye.
Motion made by Carol O’Dell to adjourn the meeting at 7:23 p.m. Seconded by Josh Wakefield. All voting Aye.
