Village of Noble Village Board met March 9.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Cindy Manuel, Janet Pflaum, Paul Summers, Gary Ulm, Carol O’Dell, Ashley Pipher and Josh Wakefield. Guest, Bill Manuel.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Josh Wakefield to approve February 23, 2026, minutes. Seconded by Janet Pflaum. All voting Aye.

The Treasurer and Cash in Bank Reports as of the end of February were presented. Motion made by Ashley Pipher to accept the Treasurer and Cash in Bank Reports for February as presented. Seconded by Carol O’Dell. All voting Aye.

Please remove ground decorations at Noble Cemetery by March 31. Remaining ground decorations after this date will be disposed of by village employees.

Turn in projects for budget for new fiscal year

Village of Noble Clean-up Day is scheduled for April 29, 2026.

Cindy Manuel said Mike Ginder would not be able to attend the budget meeting scheduled for April 7, 2026. The board asked if she could reach out to Mike & get some dates that he could attend & bring back to the next board meeting.

Mayor Kessler announced with a heavy heart the unexpected passing of Mike Bridges of Charleston Engineering. He noted Mike’s long-standing work with the Village and expressed condolences. The mayor further reported that representatives from Charleston Engineering met with him following the announcement and confirmed that Paul and Brandon will be handling the Village’s account moving forward.

Mayor Kessler said that Paul Muhs, with Charleston Engineering, will be reaching out to Enlow Inc. and let them know they can start the Cherry/Palmer Street drainage project.

The Village has received the OSHA Inspection Citation and Notification of Penalty. All required corrective actions have been completed with the exception of the hazardous materials training and fire extinguisher training. A hazardous materials training class is scheduled for March 18. Mayor Brad Kessler will be reaching out to Jake Anderson to arrange the necessary training for the fire extinguishers for the Village employees.

Carol O’Dell asked if there was any information about the 136 W. Locust address since it burnt & no clean up has been started. Cindy Manuel stated that she had just received a contact update for this location & she is to reach out to see what their plans are.

Village Attorney, Bart Zuber emailed the village about the nuisance case for Chapman at 144 W. North Ave. A court hearing is scheduled for Tuesday, March 10, 2026. Pictures have been sent to Mr. Zuber.

Use of Personal Equipment by Village Workers (Discussion Only)

Board member, Gary Ulm, revisited a topic from the prior month regarding allowing village employees to use their personal tools/equipment while on duty when it would improve efficiency. The Board briefly discussed the concept. As the matter was not on the posted agenda, no action was taken. The item will be placed on the next meeting agenda for discussion and possible action.

Alley Repair Request – Discussion Only

The Board discussed a request from a property owner on E. Poplar Street asking whether the Village would repair holes in the alley if the owner paid the cost of the repairs. Guest Bill Manuel stated that Village staff do not have the available time to begin repairing alleys. Several board members noted that the upkeep of alleys is not the Village’s responsibility. It was further stated that if a utility company causes damage, residents should contact that company directly to file a complaint.

The Mayors Trophy – action taken

The White Squirrels Cruisers Car Club asked whether the Village would prefer to select and purchase the Mayor’s Trophy for the car show rather than making a monetary donation. A motion was made by Carol O’Dell for the Village to select and purchase the Mayor’s Trophy. The motion was seconded by Janet Pflaum. Motion carried, all voting Aye.

Water Tower Maintenance Project – Amendment

Discussion took place regarding changes to the proposed maintenance work on the Village water tower, including the updated project scope and revised cost estimate. This item revises the information previously reviewed and approved at the last meeting The updated proposal includes:

      • Complete abrasive blast cleaning of the exterior of the existing potable water elevated storage tank.

      • Application of new exterior coating systems with an expected lifespan of 25+ years.

      • Updated estimated project cost: $370,000.00

A motion was made by Ashley Pipher to accept the item as presented. The motion was seconded by Josh Wakefield. Roll call vote taken. Motion carried, all voting Aye.

Motion made by Ashley Pipher to pay all the bills that were presented. Seconded by Josh Wakefield. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:38 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until March 23, 2026, at 7:00 p.m. at the Noble Village Hall
