Village of Noble Village Board met Feb. 9.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Cindy Manuel, Janet Pflaum, Gary Ulm, Carol O’Dell, Ashley Pipher and Josh Wakefield. Absent Paul Summers. Guest, Galen Price.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Ashley Pipher to approve January 26, 2026, minutes. Seconded by Carol O’Dell. All voting Aye.

The Treasurer and Cash in Bank Reports report has been tabled until the next board meeting due to the Clerk being on a scheduled vacation & manning the phones due to a water main break.

Guest, Galen Price, wanted the board to be aware that there was a village employee that has been using village equipment to haul their personal golf cart & has also plowed their son’s drive. He is concerned because the taxpayers help pay for this equipment. Mayor Kessler said he would discuss this with the employees.

The Village Hall will be Closed February 16, 2026 in observance of President’s Day.

Mike Bridges has put a Public Notice in the Olney Gazette for the Cherry-Palmer Street Drainage Project-Invitation for Bids. All Bids must be received by 10:00 AM on February 18, 2026.

Mayor Kessler discussed the letter from FEMA about a recently completed revision to the countywide Flood Insurance Study Report & Flood Insurance Rate Map. Mayor Kessler has met with different agencies about the flood area & concluded that our zone has not really changed, we are still not considered a flood zone. If the flood map changes, we will need to join the National Flood Insurance Program.

  • Cindy Manuel presented information regarding a proposed Brother Print subscription service. She explained that the subscription would track the Village’s print volume and automatically ship replacement ink/toner when levels are low. Cindy noted that the Village purchased the printer in March 2025 and, since that time, has spent $1,428.34 on ink and toner. Based on current usage and costs, enrolling in the $69.99 per month subscription program would result in an estimated annual savings of approximately $600.00. A motion to approve the Brother Print subscription was made by Ashley Pipher and seconded by Gary Ulm. Roll Call Vote Taken, 4 Ayes with 1 Nay.

Motion made by Janet Pflaum to pay all the bills that were presented. Seconded by Ashley Pipher. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:36 p.m. Seconded by Josh Wakefield. All voting Aye.

The meeting adjourned until February 23, 2026, at 7:00 p.m. at the Noble Village Hall
