Village of Dieterich Board of Trustees met March 2.

The Dieterich Village Board met in regular session on Monday, March 2, 2026 at 6:30 p.m. at Dieterich Village Hall located at 103 W. Section Street.
The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.
The following Trustees were present: Pam Hartke, Fred Bray, Matt Flowers, Berdeena Leturno and Carrie Galbraith. Trustee Stacy Welter was absent. With five Trustees and President Brad Hardiek present, a quorum was declared to be present. Also at the meeting were: Village Clerk Brittny Gipson and Village Engineer Lee Beckman.
A motion was made by Trustee F. Bray; seconded by Trustee B. Leturno to approve the omnibus agenda: approve minutes of the February 16, 2026 regular meeting, approve the Treasurer’s Report, and approve Expenditures. Roll call was 5 yes and 0 no.
Engineer Lee Beckman reported that the sanitary sewer relining project had been publicly advertised for bids and the bid opening is set for April 2, 2026 at 11:00 a.m. at Dieterich Village Hall. We are still waiting for the CDS grant agreement, but we already have the EPA’s approval to proceed with the project. Thoele Plumbing has been hired to investigate all the possible homeowner connections of sump pumps and gutters to the sanitary sewer main prior to the relining project starting. These connections are illegal and need to be day-lighted, ran to a ditch, or connected to the storm sewer where possible instead of the sanitary sewer main. The grant funding will cover all these costs for Thoele Plumbing inspections and any disconnections and reconnections that need to be made. There will be no costs to the homeowners for this work.
Engineer Lee Beckman reported that Congressman Mike Bost’s office has issued a call for projects for the FY 2027 Community Funding Project Grant cycle. At the February meeting potential projects were discussed and everyone agreed that the addition of a storm sewer pipe in the waterway from Waldhoff Avenue to the Dieterich Creek was the project that was most imperative. Lee has already put together a plan and cost estimate for adding a storm sewer to the waterway from Waldhoff Avenue to the Dieterich Creek. The estimated total cost of the project is $1,200,658.00 and there is a required 20% match, which would be $240,132.00. The requested grant funding would be $960,526.00. The Village has enough TIF funding to cover the amount of the required match. This waterway has been of concern and complained about by residents for many years. The proposed installation of two 36” diameter storm sewer concrete pipes for approximately 3,500 linear feet will stabilize an eroding public drainage waterway that currently poses flooding and safety risks during moderate to heavy rainfall events. By enclosing and properly managing stormwater flow, the project will reduce erosion, prevent further land degradation, and protect nearby residential properties and public spaces. This waterway runs through a fully residential area of the community and adjacent to our North Pointe Park, making safety after rainfall a major concern. The open waterway is easily accessible to children that live in the nearby residential areas and who play at North Pointe Park. High-water levels during storm events create a significant public safety hazard. The Board unanimously agreed for Clerk Gipson to submit the FY 2027 Community Project Funding Request to Congressman Mike Bost for the construction of a storm sewer in the public waterway from Waldhoff Avenue to the Dieterich Creek.
Engineer Lee Beckman reported the bid opening for the new South Main Street sidewalk project would be held March 12, 2026 at 9 a.m. at Dieterich Village Hall. Ameren will be relocating 3 of the power poles to accommodate for this project by May 15, 2026. The new sidewalk will be installed 1’ off the right-of-way line to allow for the power poles to be located in this space, keeping the poles on right-of-way. The plan is for the new sidewalk to be installed the week before IDOT will begin the resurfacing of South Main Street. If we install the new sidewalk too far in advance of the resurfacing project, there will be opportunities for water ponding along the edge of the roadway. We want to lessen the chances for ponding water as much as possible.
Maintenance Supervisor Mike Campbell was not present for his water/sewer/streets report. The Board agreed to wait for Mike to be in attendance prior to discussing the hiring of our summer employees.
A motion was made by Trustee C. Galbriath; seconded by Trustee F. Bray to approve a 2026 Dieterich Park District sponsorship for $250. Roll call was 5 yes and 0 no.
At 7:04 p.m. a motion was made by Trustee C. Galbraith; seconded by Trustee P. Hartke to adjourn the meeting. Roll call was 5 yes and 0 no.
