The Veterans Assistance Commission of Tazewell County (VACTC) is being accused of operating in violation of several Illinois state laws, according to Edgar County Watch Dogs. The organization alleges that the VACTC is not complying with the Military Veterans Assistance Act (MVAA), the Open Meetings Act, and the Public Officer Prohibited Activities Act.

For months, Edgar County Watch Dogs has reportedly requested that the VACTC amend its bylaws to comply with state requirements outlined in Section 9(f) of the MVAA. This section mandates that each Veterans Assistance Commission must have bylaws reflecting compliance with all relevant laws at the time they are established and must revise them as necessary to stay current. Any establishment or revision of these bylaws requires approval by a two-thirds majority vote from most commission members.

Despite these requests, on January 9, 2026, the Superintendent responded via email stating: “the commission determined that no revisions to the by-laws are required.” Edgar County Watch Dogs questioned whether commission members understand their legal obligations, asking if they can “read and comprehend simple sentences like ‘shall reflect compliance with all relevant laws.'”

Additionally, it was noted that the Superintendent is set to retire from his nearly $88,000 annual position and that the board chairman—who is related to him—appears poised to take over his role. There are also concerns about transparency; although new bylaws dated August 8, 2025 exist, there are no meeting agendas or minutes available showing official board approval or adoption of these changes.
