Village of Noble Village Council met Jan. 23.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Jana Baker. Remote: Carl Klingler.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve January 9, 2023, minutes. Seconded by Paul Summers. All voting Aye.

Mayor Kessler thanked Trustee Ulm for covering as Pro-Tem in his absence at the previous meeting.

Mayor Kessler mentioned Mike Bridges said within the next 60 days, should be going out for bids for the park restroom project.

Mayor Kessler had a complaint about water standing in an area in the Noble Cemetery. Mayor Kessler had checked the area a couple days after hearing about the complaint and the water was gone. Mayor Kessler thought in the past the Village had placed a 4” pipe in that area. Trustee Summers asked if maybe a rod could be put through the pipe and thought that may help. Trustee Summers also mentioned he thought Mike Bridges had been talked to about placing a field tile in that area as well as out east.

The proposed nuisance letter from Attorney, Bart Zuber was presented. The Board was informed that the attorney’s thoughts were send a letter and then a ticket. Motion made by Jana Baker to have the lawyer send the nuisance letter as presented. Seconded by Gary Ulm. Roll Call Vote Taken, All voting Aye. Trustee Baker mentioned a couple other properties that need cleaned up and these will be placed on next agenda.

Board was presented with a proposal for purchasing a Spartan locator/transmitter from Mideastern Plumbing, Heating and Air Conditioning, Inc. at a cost of $3,200.00 using ARPA funds. The Village Clerk gave information on funds pertaining to the water line project on S. First St. and an approximate balance of $5,235.00 that would be remaining from the ARPA funds. Motion made by Gary Ulm to purchase the Spartan Locator/Transmitter from Mideastern Plumbing, Heating and Air Conditioning, Inc. at a cost of $3,200.00 using ARPA funds. Seconded by Janet Pflaum. Roll Call Vote Taken, All voting Aye.

Inquiry made about status of gaming business and was told Tony Davis is coming.

Inquiry made about status of Dollar General Store and was told a closing date had not been given yet.

Motion made by Jana Baker to pay bills. Seconded by Carol O’Dell. All voting Aye.

Motion made by Paul Summers to adjourn the meeting at 7:10 p.m. Seconded by Carol O’Dell. All voting Aye.

Meeting adjourned until February 13, 2023, at 7:00 p.m. at the Noble Village Hall.
