City of Newton City Council met Jan. 15.

Here is the minutes provided by the council:

1. CALL TO ORDER: Mark Bolander, Mayor

In the absence of Mayor Bolander, Max Tedford called the meeting to order at 6:05 PM.

2. PLEDGE OF ALLEGIANCE led by Alderman David Brown

Pledge of allegiance to the flag was led by Alderman David Brown

3. ROLL CALL: Rosetta York, City Clerk

Physically present: David Brown, Robert Reisner, Eric Blake and Marlene Harris

Absent: Mark Bolander, Steve Rubsam and Larry Brooks

Also present: Attorney Max Tedford, Treasurer Melissa Brooks, Clerk Rosetta York Max Tedford, City Attorney, called for a motion to appoint Robert Reisner as Mayor Pro Tem for tonight’s meeting.

Motion was made by Harris, seconded by Blake, to appoint Reisner

Mayor Pro Tem for this meeting of the Newton City Council.

Ayes: Brown, Blake, Harris and Reisner

Nays: None

4. ADOPT OR AMEND AGENDA:

Motion was made by Harris, seconded by Brown, to adopt the proposed agenda.

Ayes: Blake, Harris, Reisner, Brown

Nays: None

5. APPROVAL OF REGULAR MINUTES of January 2, 2019:

Motion was made by Blake, seconded by Harris, to approve the minutes of the January 2, 2019 meeting of the Newton City Council.

Ayes: Harris, Reisner, Brown, Blake

Nays: None

6. APPROVAL OF BILLS & ACCOUNTS PAYABLE

Alderman Reisner reviewed the pre-paids in the amount of $152,368.96 and the bills and accounts payable earlier today and made a motion to approve the pre-paids and authorize payment of the bills and accounts payable in the amount of $55,636.84.

Brown seconded the motion.

Ayes: Reisner, Brown, Blown, Blake

Nays: None

7. PUBLIC COMMENTS/COMMUNICATIONS: Bill Burke-Local Governments Auction

Bill is organizing an annual auction for surrounding government entities to sell there used equipment, surplus and items not used. He is trying to have it the end of May or the first part of June 2019. His company will remind the city in March.

8. OLD BUSINESS: None

9. NEW BUSINESS:

a. Consider and act on 2 Newton Police employees attending 19th Annual Southern Illinois Criminal Justice Summit in Effingham at $85.00 per person, on Feb 27 and Feb 28, 2019 plus allowable expenses.

Motion was made by Brown, seconded by Harris, to approve and to authorize 2 Newton Police employees attending 19th Annual Southern Illinois Criminal Justice Summit in Effingham at $85.00 per person, on Feb 27 and Feb 28, 2019 plus allowable expenses.

10. COMMITTEE REPORTS OR COUNCIL REPRESENTATIVE REPORTS: JEDI 1-8-2019, Alcohol and Tobacco 1-10-2019, Dues and Donation 1-10-2019 and EMA on 1-10-19

JEDI-Jan 8, 2019: Annual election of JEDI Officers and Board Members, annual budget approved, annual JEDI Celebration update from Scott Bierman which is on Feb 6th 11:30am.

The Community Center will be $20 per hour. They will need our general liability insurance and for us to sign paperwork since we no longer have a contract with the U of I Extension Office or it may possibly be held at the High School Library. We will update as soon as a location is set.

Monthly Updates from Amber Volk, Mark Bolander, Ron Heltsley, Andy Johnson and Natalie Hopson.

Alcohol and Tobacco-Jan 10, 2019: Alcohol and Tobacco Committee met at 6:05 PM to discuss Special Event Liquor Licenses. The committee discussed possible changes for application process and possible changes to the regulations for the special event license.

Meeting adjourned at 6:55 PM.

Dues and Donations-Jan 10, 2019: Discuss the amount budgeted for Dues and Donations, set at $5,500.00. Discussed advertising dates. Rosie will run in the newspaper for 2 weeks starting February. Deadline for applications are due by Friday, March 15, 2019 at 5:00 PM.

Dues and Donations committee will meet again on March 18th to decide amounts.

Council will vote on March 19th, to be paid in April. Meeting adjourned at 6:05 PM.

EMA-Jan 10, 2019: Angela discussed a mitigation plan, Ed is watching the upcoming weekend storm and Newton PD will eventually use the entire north end of City Hall.

City Treasurer: Presented 3 Appropriation Changes

Motion was made by Brown, seconded by Blake, to make the following appropriation changes in the General Fund: 1. In the Police Department move $200.00 from contingency fund to towing expenses; 2. In the General Administration move $100.00 from contingency fund to drug testing. In Specials:

3. In the TIF move $5,000.00 from contingency fund to Professional Fees.

City Clerk: No comment

Mayor Pro Tem Reisner: Congratulations to Mayor and family on their third grandchild.

Discussed the Utility Billing Adjustment Report: a few misread meter adjustments.

12. NEXT REGULAR MEETING: Tuesday, February 5, 2019 at 6:00 PM

SCHEDULED COMMITTEE MEETINGS: None

13. EXECUTIVE SESSION: Litigation, potential litigation and sale of real estate

Motion was made by Harris, seconded by Reisner, to not go into Executive Session.
