City of Newton City Council met Jan. 2.

Here is the minutes provided by the council:

1. CALL TO ORDER: Mark Bolander, Mayor

Mayor Mark Bolander called the meeting to order.

2. PLEDGE OF ALLEGIANCE led by Alderman Marlene Harris

Pledge of allegiance to the flag was led by Alderman Marlene Harris

3. ROLL CALL: Rosetta York, City Clerk

Physically present: Robert Reisner, Eric Blake and Marlene Harris

Absent: Steve Rubsam, David Brown and Larry Brooks

Also present: Attorney Max Tedford, Treasurer Melissa Brooks, Clerk Rosetta York

4. ADOPT OR AMEND AGENDA:

Motion was made by Reisner, seconded by Harris, to adopt the proposed agenda.

Ayes: Reisner, Blake, Harris, Bolander

Nays: None

5. APPROVAL OF REGULAR MINUTES of December 18, 2018:

Motion was made by Harris, seconded by Blake, to approve the minutes of the December 18, 2018 meeting of the Newton City Council.

Ayes: Blake, Harris, Bolander, Reisner

Nays: None

6. PUBLIC COMMENTS/COMMUNICATIONS: NONE

7. OLD BUSINESS: None

8. NEW BUSINESS:

a. Consider and act on the appointment to the SCIRPDC Board of Commissioners, Amber Volk to replace Ken Larimore beginning at the January 29, 2019 SCIRPDC board meeting.

Motion was made by Reisner, seconded by Harris, approve to the appointment to the SCIRPDC Board of Commissioners, Amber Volk to replace Ken Larimore beginning at the January 29, 2019 SCIRPDC board meeting.

Ayes: Harris, Bolander, Reisner, Blake

Nays: None

9. COMMITTEE REPORTS OR COUNCIL REPRESENTATIVE REPORTS: None

10. STATEMENTS:

Council Members:

Harris: Happy New Year

Blake: 2 Committee Meeting Alcohol and Tobacco Meeting on Jan. 10, 2019 at 6:00 PM and Dues and Donation Meeting on Jan. 10, 2019 at 6:30 PM. Jasper County Animal Report given.

Reisner: No Comment

City Attorney: Happy New Year

City Treasurer: Presented an appropriation

Motion was made by Reisner, seconded by Blake to make the following appropriation change in the Electric Department, to move $4,000 from Contingency Fund to Tool Purchase.

Ayes: Rubsam, Brown, Brooks, Reisner, Harris

Nays: None

City Clerk: Going to Certify the City’s ballot with the County Clerk.

Mayor:

• I want to make sure the new logo is put on the new squad car and water dept. truck

• Presented the analysis of City’s Facebook page activity.

• Asked Blake to invite the distributor to the Alcohol & Committee Meeting.

• Happy New Year

SCHEDULED COMMITTEE MEETINGS:

JEDI Annual Meeting Jan. 8, 2019 at 1:15 PM, Alcohol and Tobacco Committee Meeting Jan. 10, 2019 at 6:00 PM and Dues and Donations Committee Meeting Jan. 10, 2019 at 6:30 PM

12. EXECUTIVE SESSION: Litigation, potential litigation and sale of real estate

Motion was made by Reisner, seconded by Harris, to go out of open session and into closed session to discuss litigation, potential litigation and sale of real estate pursuant to the exceptions section of the Open Meetings Act pertaining to those areas of discussion.

Ayes: Reisner, Blake, Harris, Bolander

Nays: None

Open session suspended at 6:16 PM.

Motion was made by Harris, seconded by Blake, to go out of closed session and back into open session.

Ayes: Blake, Harris, Bolander, Reisner

Nays: None

Open session resumed at 6:28 PM.

Mayor Bolander announced that during closed session the council discussed litigation, potential litigation and sale of real estate

13. ADJOURNMENT

Motion was made by Reisner, seconded by Harris, to adjourn the meeting.

Ayes: Harris, Bolander, Reisner, Blake

Nays: None

Meeting adjourned at 6:38 PM.
