Louisville Village Village Council met April 9.

Here is the minutes provided by the Council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Richard Clark, Tresa Hundley, Karen Totten, Carl Klingler, Gary Ulm, Janet Pflaum and Carol O’Dell. Absent Paul Summers and Judith Anderson. Guest Bill Manuel.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Gary Ulm to approve March 26, 2018, minutes. Seconded by Carol O’Dell.

All voting Aye.

Treasurer Report and cash in back as of March was provided and accepted as presented. Mayor Clark mentioned there is a drop in overall funds but no longer have 3rd employee.

Turn in new projects for budget to Treasurer. Mayor Clark mentioned a board member putting sidewalks on the list but did not state where. Trustee Ulm said there was a Sidewalk Committee that could possibly take a look at areas.

Spring Cleanup in Village is scheduled for May 2. MayFest (Car Show) May 5 at Noble Park (N. Noble Ave. will be closed). Hydrant flushing is scheduled for May 14 & 15 weather permitting. Noble Villagewide Garage Sales May 19 (3rd Saturday).

Trustee Ulm was asked to meet with Mike Bridges regarding oil & chip program for this Summer. Mayor Clark mentioned an area on the angling road that has a dip in it.

The board was informed that Nelsons with Ameren has been in the Village cutting down trees that had previously been trimmed.

Village employee, Lonnie Smith had a heart attack and is currently on sick leave and under doctors care. The Village received a letter from the doctor that he is under doctor care, 3rd stent will be put in on April 18 and will be reassessed after April 25.

Mayor Clark will be going to Arizona April 25 and will be gone for approximately a month.

Contract mowing of the Village Cemetery, Park and little league field was discussed. One bid had been received without solicitation and was unopened. Trustee Ulm ask Village employee, Bill Manuel what does he want to mow? Mayor Clark said board needs to remember Bill is the Water Superintendent and he is willing to work but can’t take care of entire town. Trustee Klingler said if run short on time to mow sewer area wouldn’t be complaints. Mayor Clark informed the board how many days employee Lonnie Smith had that he could use. Motion made by Carol O’Dell to go out for bids for mowing and weed eating the village cemetery, park and ballpark for all the 2018 mowing season. Seconded by Janet Pflaum. Roll Call Vote Taken, All voting Aye.

Replacement/updating water meters in the village was discussed. Bill Manuel informed the board that at the conferences he has attended he has been told meters should be replaced every 5- 10 years and if not then loss may occur. Bill stated our meters are the Village’s cash registers and there are some meters that 2million gallons of water has gone through. Trustee O’Dell said the meters need to be upgraded and modernized. Mayor Clark mentioned IEPA is considering each municipality being responsible for the line from the water main to the individual’s house. Trustee Ulm mentioned replacing so many a year that would be radio read and have so many regular meters until all changed out. Clerk informed the board having 2 types of meters would mean having 2 types of systems through Locis. Mayor Clark mentioned the Village needs a preventative maintenance program and figures for meters will be gathered and provided in coming months.

Motion made by Carl Klingler to pay bills. Seconded by Carol O’Dell. All voting Aye.

Meeting adjourned until April 23, 2018, at 7:00 p.m.
