(This report indicates the permits issued by the Building Official's office for the month of May, 2017.)

Item No. 4 Ordinance No. 37-2017, An Ordinance Amending Chapter 21 "Police" Article II. "Department", Article VI "Special Policemen", and Article VII "Part-Time Police Officers" of the Municipal Code of the City of Effingham - Pass

(This Ordinance amends Chapter 21 of the Municipal Code of the City of Effingham, Illinois (Police) to address the chapter to properly identify current organizational structure and titles. This was discussed previously at the June 20th City Council Meeting.)

Item No. 5 Ordinance No. 42-2017 "An Ordinance Adopting a Revised Personnel Policy Manual" Approved December 20, 2011 - Pass

(This Ordinance replaces the City's current transitional workplace policy with a new policy. This policy has been legally reviewed by Lowenbaum Law. The Ordinance also replaces the City's clothing allowance policy with a new policy that changes up some items in the allowed police uniform items. This was discussed previously at the June 20th City Council Meeting.)

Item No. 6 Ordinance No. 44-2017, An Ordinance Amending Appendix B of the Municipal Code of Effingham, Illinois - Pass

(This Ordinance amends Paragraph (36) of Article 26, Special Uses - Brew Pub and was previously presented. It was placed on file on June 23, 2017 to insure proper compliance. Requesting re-approval.)

Item No. 7 Ordinance No. 52-2017, An Ordinance Authorizing Purchase of Real Property for Utility Purposes - Pass

(This is for the purchase of right of way from Heuerman Brothers, LLC for the East Rickelman Box Culvert Replacement Project. The cost is $9,000 and will be paid from Capital Projects with funding from the General Fund, Utility Tax. This item was previously discussed.)

Item No. 8 Resolution No. 94-2017, A Resolution Granting Permission to Allow a Portion of a City Street To Be Temporarily Closed and Permission To Utilize Certain City Parking Lots For The Effingham County Old Settlers Reunion - Adopt

(This Resolution grants permission to close 4th Street from Jefferson Avenue to Washington Avenue and the City parking lot north of the Jail from 7:00 A.M. to 4:00 P.M. on Saturday, September 23, 2017. )

Item No. 9 Resolution No. 95-2017, Resolution Authorizing Execution of Premier Lease Agreement with Konica Minolta Premier Finance - Adopt

(This is for a new copier for the Building Official's Office. This item was previously discussed.)

Item No. 10 Resolution No. 100-2017, A Resolution Granting Permission to Allow Village Wine & Thursday Thunder Sponsors to Have Effingham Cruise Night in Downtown Effingham on Friday, September 8, 2017 and to Allow Certain Temporary City Street Closures for Said Public Event - Adopt

(This Resolution grants permission for Effingham Cruise Night in Downtown Effingham for Friday, September 8, 2017 from 5:00 p.m. to 10:00 p.m. with street closures as designated in said Resolution. Street closures are the same as their May event, in addition to one parking lot closure.)

Item No. 11 Luther Street Reconstruction - Change Order No. 1 - R&F

(This is a deduction of $21,186 for the change in plans for the installation of a By Pass Roadway.)

Item No. 12 Police Facility Construction - Change Order No. 1 - Approve

(The construction contract with Fager McGee was executed with a completion date of August 31, 2017 and should be August 31, 2018.)

Item No. 13 Letter and Resolution from Effingham County Waiving GIS Annual Fee - R&F

(Per an intergovernmental agreement with the County of Effingham, the City is to pay $25,000 per year for a license fee to use the County's GIS database. Since the County's GIS Fund is solvent, they have waived the City's payment for this year.)

Item No. 14 Resolution No. 97-2017, Resolution Authorizing Execution of Intergovernmental Agreement with the County of Effingham for GIS Services - Adopt

(This is an extension of an Intergovernmental Agreement with the County of Effingham for the use of the County's GIS (geographic information system) database. This is for an additional three year term at the same cost of $25,000 per year or $75,000 over the life of the Agreement, unless notified by the County in writing that the fee has been waived. The fee was waived for Fiscal Year 2017.)

5. Discussion and Approval: Resolution No. 96-2017, Resolution Accepting Proposal of Interior Investments for Police Facility Furniture

(FGM Architects has accepted proposals for furniture for the new police facility. Reagan Porter of FGM will be attending the Council meeting and recommending acceptance of the proposal from Interior Investments in the amount of $201,861.15. All furniture is being procured through state purchasing contracts (GSA and NIPA). Payment for the furniture will be made from the Capital Projects Account with funding from the 2017 Bond Proceeds.)

(This Ordinance vacates an unoccupied public utility easement in order to replat two lots owned by Michael and Kathleen Nolan on Leprechaun Lane.)

(This is a replat of 2 lots, both owned by Michael and Kathleen Nolan, a minor subdivision as defined by the Land Subdivision Ordinance. It is located on Leprechaun Lane off of IL 32/33 in the Extra-Territorial Jurisdiction of the City)

10. Discussion: Resolution No. 93-2017, A Resolution Granting Permission to Allow a Portion of City Streets & City Parking Lots to be Temporarily Closed for the Effingham Jam Public Event

(This Resolution grants permission for Effingham Jam in Downtown Effingham for July 28-29 from 5 p.m. to 10 p.m. Friday and 12 p.m. to 4 p.m. on Saturday with street closures as designated in said Resolution.)

11. Discussion: Resolution No. 99-2017, A Resolution Granting Permission to Allow a Portion of City Streets and City Parking Lots to be Temporarily Closed for Our Town: Best of Effingham Downtown Party

(This Resolution grants permission to close Jefferson Avenue from 3rd Street to 5th Street, Fourth Street from Washington Avenue to the Alley behind La Petit Boutique, Washington Avenue from 3rd Street to Fourth Street and the City parking lot on the corner of Jefferson Avenue and 4th Street from 2:00 - 9:00 p.m. on Friday, August 11th for Our Town: Best of Effingham Downtown Party).

12. Discussion: Thelma Keller Convention Center - Request for Assistance

( A representative of the Keller Convention Center will be present to request monetary assistance in the amount of $35,000 for the purchase of Wi-Fi upgrade.)

13. Discussion: Amended Amusement Tax

(The City Council desires clarification on the participatory elements of the recently amended ordinance.)

14. Discussion: Stantec - Wholesale Sewer Rate Study

(Stantec will provide an analysis to determine an appropriate wholesale sewer rate for potential future wholesale wastewater treatment services at a cost of $11,380.)

15. Discussion: Rt. 40 Water Main Bore

(Bids will be accepted for this project on July 11, 2017.)

16. Discussion: Clark Avenue Reconstruction

(Bids will be accepted for the project on July 11, 2017.)

17. Discussion: Lawrence Avenue Reconstruction
