Arcola City Council met April 17.

Here is the minutes provided by the Council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Huckstep, Smith and Key. City Administrator Wagoner and Attorney Bequette were also present. Alderpersons Guyot and Moore and Treasurer Harvey were not present.

Pledge of Allegiance: Alderman Foran led the council and audience in the Pledge of Allegiance.

Public comment: There was none.

Approval of April 03, 2017 council meeting minutes: Alderman Foran moved to approve the April 03, 2017 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

Approval of April 01 – April 13, 2017 bills: Alderman Foran moved to approve the April 01 – April 13, 2017 bills as presented and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

Report from motor fuel tax engineer Jim Crane: Reported the prices are about the same as last year. Our total estimated maintenance cost for period 04/01/17 to 03/31/18 is $195,440.55 with $129,467.93 being MFT portion.

Alderman Foran moved to accept the report from Motor Fuel Tax Engineer Jim Crane. Alderwoman Key seconded the motion. Roll call vote, all ayes. Motion carried.

Consider and approve MFT engineering agreement: Alderman Foran moved to approve MFT Engineering Agreement and was seconded by Alderwoman Key. Roll call vote, all ayes. Motion carried.

Consider and approve municipal estimate of maintenance costs: Alderman Foran moved to approve Municipal Estimate of Maintenance Costs and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

Consider and approve resolution for maintenance of streets: Alderman Foran moved to approve Resolution for Maintenance of Streets and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

Consider and approve ordinance no. 17-s-1, TIF redevelopment agreement – mark and Shelley Thomas – storefront grant: Alderman Smith moved to approve Ordinance No. 17-S-1 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

Consider and approve budget for FY 2018: Alderman Foran moved to approve Budget for FY 2018 as follows:

General Fund Revenue $ 1,373,050; General Fund Expenditures $ 1,362,958; Water & Sewer Revenue 1,269,500; Water & Sewer Expenditures 1.268,100

Alderwoman Huckstep seconded the motion. Roll call vote, all ayes. Motion carried.

Consider and approve cola raise for full and part-time employees: Alderman Smith moved to approve COLA raise for full-time employees in amount of 2.5% and part-time employees in amount of $.25 per hour. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

Committee Reports:

Alderman Foran- Had nothing at this time.

Alderwoman Huckstep- Had nothing at this time.

Alderman Smith- Had nothing at this time.

Alderwoman Key- Thanked everyone she has worked with on council during her terms serving.

As this concluded the business of the meeting, Alderwoman Key moved to adjourn and was seconded by Alderman Smith. Council unanimously by voice vote.

Adjourned at 7:20 p.m.
