FOIA Request to Clay County regarding expense reimbursements on February 1, 2026.

On February 1, 2026, a Freedom of Information Act (FOIA) request was submitted to the Treasurer’s Office of Clay County, Illinois. The request was made by East Central Reporter, a media organization dedicated to covering local governmental affairs comprehensively and accurately. The request sought access to the county’s expense reimbursement records for the immediately preceding calendar month.

The records requested include detailed information about reimbursements made by the county. Specifically, the request asks for the name and title of each individual reimbursed, along with the dates and amounts of these reimbursements. Additionally, descriptions of the expenses reimbursed and the associated department or office are requested. This information is intended for public dissemination to ensure transparency in government spending.

East Central Reporter emphasized that this request is limited to existing records and does not require creating new documents. They also highlighted their role as a member of The Coalition Opposing Governmental Secrecy, a non-profit organization focused on promoting transparency in government actions through FOIA requests.

The average student-to-teacher ratio in Clay County was 13-to-1 in the 2022-23 school year, with 2,195 students enrolled and 173 full-time faculty members across the county’s schools.

East Central Reporter has requested that if any part of this FOIA request is denied or withheld, Clay County should provide a specific statutory basis for such denial while releasing all reasonably segregable portions of the records. They have also requested electronic delivery of these records if available and have applied for a fee waiver based on their status as a media organization.
