City of Neoga City Council met Feb. 9.

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Helm. The Pledge of Allegiance was recited. Those present were Commissioners Schabbing, Williams, and Mayor Helm. Commissioners Edwards and Letizia were absent. Others present were City Treasurer Diana Foor, Billie Chambers, and Preston Robinson.

MINUTES

After reviewing the regular session minutes from January 26, 2026, Commissioner Williams made a motion to approve the minutes as presented. The motion was seconded by Commissioner Schabbing. Ayes, Commissioners Schabbing, Williams, and Mayor Helm. Nays, none. Motion carried. 3-0.

PUBLIC AFFAIRS, MAYOR HELM

NPP CHRISTMAS LIGHT DONATION

Preston Robinson, representing Neoga Partnership for Progress (NPP), explained that the committee made a profit of $6,500 from the Hometown Christmas celebration held on November 29, 2025. The committee would like to purchase new ground displays with the profits. They would be placed along RT 45. He is asking the city for a matching donation of $6,500 for the new displays. He stated that after some decorations are purchased, area businesses will be invited to donate as well. Robinson would also like to redo the Christmas signs that are placed on the north and south edges of town. Foor stated that Superintendent Durbin would like the city to purchase 5 new snowflake decorations. They would replace the old wreaths that are not in good condition. These requests were tabled until the next meeting, so the whole council can discuss it.

ORDINANCE 1134-02-2026 An Ordinance Authorizing Execution of a Contract for Private Development Pursuant to the City of Neoga, Illinois, Redevelopment Plan for Tax Increment Area (SAAAM Properties, LLC, An Illinois Limited Liability Company)

Commissioner Schabbing made a motion to approve the ordinance as presented. Commissioner Williams seconded the motion. Ayes, Commissioner Schabbing, Williams and Mayor Helm. Nays, none. Motion carried. 3-0.

ORDINANCE 1135-02-2026 An Ordinance Authorizing the Sale of Real Estate (747 Maple Avenue, Neoga, Illinois)

Commissioner Williams made a motion to approve the ordinance as presented. Commissioner Schabbing seconded the motion. Ayes, Commissioner Schabbing, Williams, and Mayor Helm. Nays, none. Motion carried. 3-0.

FINANCE, COMMISSIONER SCHABBING

TREASURER’S REPORT

After reviewing the treasurer’s report, Mayor Helm ordered that the treasurer’s report be filed in the City Clerk’s records.

PUBLIC PROPERTY, COMMISSIONER LETIZIA

CHANGE ORDER #1 IDOT CITY OF NEOGA WATER MAIN REPLACEMENT PROJECT

Treasurer Foor explained that change order #1 decreases the contract price by $24,090.18. Commissioner Williams made a motion to approve the change order. The motion was seconded by Commissioner Schabbing. Ayes, Commissioner Schabbing, Williams, and Mayor Helm. Nays, none. Motion carried. 3-0.

STREETS AND ALLEYS, COMMISSIONER EDWARDS NO REPORT

HEALTH AND SAFETY, COMMISSIONER WILLIAMS

Commissioner Williams commented that Public Work Superintendent Durbin’s monthly report looks good, and he was happy with what they have been doing.

ADJOURNMENT

Commissioner Williams made a motion to adjourn the meeting at 7:17. The motion was seconded by Commissioner Schabbing.. Ayes, Commissioner Schabbing, Williams, and Mayor Helm. Nays, none. Motion carried. 3-0.
