This resolution allows the City of Effingham to enter into an agreement with New Hope Baptist Church (New Hope) to utilize the One Eighty Facility for emergency management purposes such as occurrences that may result in the displacement of individuals throughout the community or the need for immediate shelter. 

2.5 Resolution No. 008-2026, A Resolution Authorizing Acceptance of Proposal from Civil Design, Inc. for the Facility Improvements Project – Community Park Storage Building – Public Works Director Heuerman 

This resolution authorizes acceptance of a proposal from Civil Design that includes the design engineering and biddable construction specification services for the Community Park Storage Building in the total amount of $19,160. Payment for these services will be made from the Hotel Motel Fund.

2.6 Certificate of Project Completion and Release of Bonding – Jaycee Ave Storm Sewer Improvement Project – City Engineer Thoele

Effingham Asphalt has completed the Jaycee Avenue Storm Sewer Improvements Project in the total amount of $448,182.30. Requests approval of project completion and release of bonding.

4.1 Ordinance No. 006-2026, An Ordinance Repealing Division 10 – PERSONNEL POLICIES and PROCEDURES, Subdivision 5 – LEAVE, Section 2-423 – TEMPORARY TRANSITIONAL DUTY of the Municipal Code of the City of Effingham, Illinois – Deputy City Administrator Presley 

This ordinance repeals the Transitional Duty policy of the City.

This ordinance amends the Workers’ Compensation policy of the City.

6.1 Ordinance No. 009-2026, An Ordinance Authorizing the Purchase of Real Estate for the Right of Way and the Purchase of a Permanent Easement at Rickelman Avenue & Fourth Street Intersection – Kenneth C. & Mary T. Dasenbrock Trust – Public Works Director Heuerman 

This ordinance authorizes the purchase of real estate for right of way and the purchase of a permanent easement for the Ford Avenue Connector and Rickelman Avenue/Fourth Street Intersection Project from Kenneth C. & Mary T. Dasenbrock Trust in the total amount of $45,300.

6.2 Ordinance No. 010-2026, An Ordinance Authorizing the Purchase of Real Estate for Right of Way and the Purchase of a Permanent Easement at Rickelman Avenue & Fourth Street Intersection – D. & A. Farm, Inc., an Illinois Corporation – Public Works Director Heuerman 

This ordinance authorizes the purchase of real estate for right of way and the purchase of a permanent easement for the Rickelman Avenue/Fourth Street Intersection Project from D. & A. Farm, Inc. in the total amount of $20,700.

6.3 Resolution 011-2026, A Resolution Authorizing Execution of Proposal from Farnsworth Group, Inc. for Evergreen Avenue Box Culvert Construction Engineering – City Engineer Thoele 

This resolution authorizes acceptance of a proposal for construction engineering services associated with the Evergreen Avenue Box Culvert Project from Farnsworth Group, Inc. in the total amount of $110,500. Payment for these services will be made from thee General Fund.

6.4 Resolution No. 012-2026, A Resolution Authorizing Acceptance of Quote from Ideal Landscape Group for Installation of Playground Equipment at Bliss Park – Public Works Director Heuerman 

This resolution accepts the lowest, responsive quote from Ideal Landscape Group in the total amount of $33,650 for the Installation of Playground Equipment at Bliss Park. Payment for the project will be made from the Central TIF Fund.

6.5 Effingham 2050 Comprehensive Plan – City Planner Koester 

City Staff and the Consultants have made revisions from input at the January 22 Workshop and from citizen contacts. The Plan Commission Public Hearing for the Plan is Tuesday, February 10 at 6:00 PM. 

6.6 Recovery Homes and High-Occupancy Residences – City Administrator Miller 

The City Council will have a discussion regarding recovery homes and high-occupancy residences.

City Engineer Thoele will present a summary of the City of Effingham’s 2025 Capital Improvement Infrastructure Projects.
