City of Casey City Council met Feb. 2.

Here are the minutes provided by the council:

The Regular Meeting of the City Council was held Monday February 2nd, 2026 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. David Craig led the pledge of allegiance.

Roll Call:

Present: Alderman Brown

Alderman Hanley

Alderman Mumford

Alderman Richardson

Alderman Wilson

Absent: Alderman Jenkins

A quorum was declared.

Meeting Minutes:

Mayor Nichols looked for a motion to approve the 1/19/2026 City Council meeting minutes.

Alderman Mumford motioned approval of 1/19/2026 City Council meeting minutes, seconded by Alderman Brown.

Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Officers Reports:

Clerk Mumford presented the January 2026 Bills for approval, in the amount of $1,056,998.58.

Alderman Richardson motioned approval of the January 2026 Bills Paid, seconded by Alderman Hanley.

Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson Nays: 0 – None

Absent: 1 – Jenkins

Treasurer Lorton presented the January 2026 Treasurer’s Collection Deposit report in the amount of $731,024.98 for approval.

Alderman Wilson motioned approval of the January 2026 Treasurer’s Collection Deposit Report, seconded by Alderman Hanley.

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Director of Public Works Staley extended his condolences to the Bolin Family for the loss of Jim Bolin. He then thanked Bolin Enterprises with help in clearing some snow for the funeral, and thanked the utility workers for their continued work with snow removal. He is still working on the Collector’s Office Remodel bidding process.

Chief Henderson gave an update on several ordinance violations.

Economic Development Director Daughhetee reported that the Senate has passed the budget bill and President Trump has signed the bill, which included $1,000,000 in funding for a community project funding. Our share will be $250,000, this project will include clean out and lining of Sewer lines. He doesn’t expect any information on when we will get the money for a few months. He then introduced Joe Kampmueller and Felipe Contreras with Equity Enterprises LLC, who introduced themselves and told a little about their company. Director Daughhetee then presented a Professional Services Agreement with Equity Enterprises LLC for help with building code work, and looked for approval.

Alderman Brown motioned approval of the Professional Services Agreement with Equity Enterprises LLC, seconded by Alderman Richardson.

Director Daughhetee reported that the City of Marshall has now also joined CILBA. He then presented Ordinance #605: An Ordinance to allow the transfer of Vacant City-Owned lots to the Central Illinois Land Bank Authority for Housing Development for approval. Alderman Mumford motioned approval of Ordinance #605, seconded by Alderman Brown.

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Director Daughhetee then presented a Donation Agreement between the City of Casey and the Central Illinois Land Bank Authority for these vacant lots.

Alderman Wilson motioned approval of the Donation Agreement with CILBA, seconded by Alderman Richardson.

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

EMA Director Craig reported on recent activity.

Mayor Nichols talked about the impact Jim Bolin has had on our community and reported on the funeral.

Clerk Mumford presented Ordinance #606: An Ordinance Authorizing Execution of Notice of Exercise of Possibility of Reverter (105 and 107 NW 2nd Street)

Alderman Wilson motioned approval of Ordinance #606, seconded by Alderman Hanley.

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Mayor Nichols looked for a motion to go into Executive session for the purpose of the following subjects, pursuant to 5 ILCS 120/2 (c); Collective Bargaining matters – Section 2 (c) (2). Alderman Wilson motioned approval to go into Executive Session, seconded by Alderman Richardson.

Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Executive Session began at 6:26 p.m.

Regular session resumed at 6:36 p.m.

Alderman Hanley motioned approval of the LOA in regard to Health Insurance with the IBEW Union, seconded by Alderman Brown.

Absent: 1 – Jenkins

Motion declared carried

Alderman Wilson motioned approval of the MOA in regard to Health Insurance with the ICOP union, seconded by Alderman Hanley.

Alderman Reports:

Alderman Wilson gave condolences to the Bolin Family. She thanked Director of Public Works Staley for snow removal work with the utility guys. Reported that community members are noticing the work the City is doing in property clean up. She then had a follow up question in regards to CILBA.

There was no further Business of the City Council for the February 2nd, 2026 Council Meeting.
