The Regular Meeting of the City Council was held Tuesday February 17th, 2026 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Steve Jenkins led the pledge of allegiance.

Meeting Minutes:
Mayor Nichols looked for a motion to approve the 2/2/2026 City Council meeting minutes.
Alderman Richardson motioned approval of 2/2/2026 City Council meeting minutes, seconded by Alderman Jenkins. Upon roll call the vote was:
Ayes: 4 – Brown, Jenkins, Mumford, and Richardson
Nays: 0 – None
Absent: 2 – Hanley and Wilson
Motion declared carried
Officers Reports:
Director of Public Works Staley reported on upcoming training for the different utility departments, and went over some of the different jobs they have been working on.
He presented Ordinance #609: An Ordinance Authorizing the Acquisition of an Easement for Utility Purposes for approval.
Alderman Mumford motioned approval of Ordinance #609, seconded by
Alderman Brown. Upon roll call the vote was:
Ayes: 4 – Brown, Jenkins, Mumford, and Richardson
Nays: 0 – None

Chief Henderson gave a training report update.
Economic Development Director Daughhetee gave an update on the Big 250 Casey Celebration.
EMA Director Craig had nothing to report.
New Business:
Chief Henderson presented an updated SRO intergovernmental agreement with the Casey Westfield School District for approval.
Alderman Richardson motioned approval of the intergovernmental agreement with the Casey Westfield School District, seconded by Alderman Jenkins. Upon roll call the vote was:

Nays: 0 – None

Unfinished Business:
Mayor Nichols looked for a motion to go into Executive session for the purpose of the following
subjects, pursuant to 5 ILCS 120/2 (c); Lease/Purchase/Sale of property – Section 2 (c) (6).
Alderman Jenkins motioned approval to go into Executive Session, seconded by Alderman Mumford. Upon roll call the vote was:
Ayes: 4 – Brown, Jenkins, Mumford, and Richardson
Nays: 0 – None

Mayor Report:
Mayor Nichols reported that he has been in discussion with the Bolin Enterprises upper management about the future and different projects.
There was no further Business of the City Council for the February 17th, 2026 Council Meeting.
