City of Arcola City Council met March 2.
Here are the minutes provided by the council:
Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Hensley, Helmuth, Osborn and Budd. Treasurer Anderson was also present. Alderwoman Helmuth, City Administrator Wagoner and Attorney Petty were not present.
PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT There was none.
APPROVAL OF FEBRUARY 17, 2026 COUNCIL MEETING MINUTES Alderman Foran moved to approve the February 17, 2026 council meeting minutes as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
APPROVAL OF FEBRUALRY 14, 2026 THROUGH FEBRUARY 27, 2026 BILLS Alderman Hensley moved to approve the February 14, 2026 – February 27, 2026 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
APPROVAL OF THE TREASURER’S REPORT FOR FEBRUARY 2026 Alderman Hensley moved to approve the Treasurer’s report for February 2026 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
APPROVAL OF THE FEBRUARY ZONING OFFICER’S REPORT The Zoning Officer reported 1 permit issued in the month of February with valuation of $$2,400. There was no fee collected. Alderman Foran moved to approve the February Zoning Officer’s report as presented and was seconded by Alderman Osborn. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPOINT GILBERTO MORENO – ALDERMAN WARD I Alderman Budd moved to appoint Gilberto Moreno as Alderman Ward I and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
Mayor Garza gave the Oath to Alderman Moreno and he then took his seat at the table.
CONSIDER AND APPROVE REQUEST FROM THE AMERICAN LEGION AND VFW TO PLACE A MEMORIAL COMMEMORATING THE 250TH ANNIVERSARY OF THE NATION’S FOUNDING AT THE ARCOLA CENTER VETERAN’S MEMORIAL Alderman Hensley moved to approve request from the American Legion and VFW to place a memorial commemorating the 250th anniversary of the nation’s founding at the Arcola Center Veteran’s Memorial. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.
CONSIDER ANED APPROVE ORDINANCE NO. 26-C-1, AN ORDINANCE AMENDING SECTION 22-13-5, OF THE MUNIPICAL CODE OF THE CITY OF ARCOLA, ILLINOIS, TO INCREASE THE PERMIT FEES AND RENEWAL DATES Alderman Hensley moved to approve Ordinance 26-C-1 and was seconded by Alderman Moreno. Roll call vote, all ayes. Motion carried.
AUTHORIZATION OF CITY TREASURER AND CITY ADMINISTRATOR TO EXECUTE CONTRACTS AND JOINT PARTICIPATION AGREEMENTS WITH THE STATE OF ILLINOIS CMS (CERTIFICATE OF AUTHORITY BY VOTE) Alderman Budd moved the authorization of city treasurer and city administrator to execute contracts and joint participation agreements with the State of Illinois CMS (Certificate of Authority by Vote). Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

Alderman Hensley Reported the Police, Ordinance & Enforcement Committee met prior to this meeting and discussed the Golf Cart/UTV permit and fees,

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.
