City of Arcola City Council met Dec. 1.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Budd, Foran, Hensley, Helmuth, Henson and Moreno. City Administrator Wagoner and Treasurer Anderson were also present. Attorney Petty was not present.

PLEDGE OF ALLEGIANCE Alderman Budd led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF NOVEMBER 17, 2025 COUNCIL MEETING MINUTES Alderwoman Helmuth moved to approve the November 17, 2025 council meeting minutes as presented and was seconded by Alderman Moreno. Roll call vote, all ayes. Motion carried.

APPROVAL OF NOVEMBER 15, 2025 THROUGH NOVEMBER 26, 2025 BILLS Alderman Hensley moved to approve the November 15, 2025 – November 26, 2025 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR NOVEMBER 2025 Alderman Foran moved to approve the Treasurer’s report for November 2025 and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE NOVEMBER ZONING OFFICER’S REPORT The Zoning Officer reported 2 permits issued in the month of November with valuation of $104,500 and fees in amount of $418 collected. Alderman Foran moved to approve the November Zoning Officer’s report as presented and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TOURISM ADVISORY COMMITTEE The Tourism Committee met November 18th reviewed and recommended the council approve $9,461.50 to the Arcola Chamber of Commerce for tourism expenses. Alderwoman Helmuth moved to accept the recommendation of the Tourism Advisory Committee and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 25-S-11, ANNUAL ORDINANCE ESTABLISHING THE ANNUAL PROPERTY TAX LEVY Alderman Foran moved to approve Ordinance No. 25-S-11 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE THE ABATEMENT OF TAXES FOR GENERAL OBLIGATION BONDS – 2021 SERIES $110,410 Alderman Hensley moved to approve the Abatement of Taxes for General Obligation Bonds – 2021 Series in amount of $110,410. Alderman Budd seconded the motion. Roll call vote, all ayes, Motion carried.

CONSIDER AND APPROVE BONUSES FOR FULL AND PART-TIME EMPLOYEES Alderman Moreno moved to approve bonuses for full and part-time employees in the amounts of: $250 for full time employees; $150 for part-time employees that worked over 250 hours in calendar year; and $50 for part-time employees that worked over 50 hours but less than 249 hours in calendar year. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderwoman Helmuth Reported the Employee Relations Committee met prior to this meeting and discussed

employee bonuses.

Alderman Henson Had nothing at this time.

Alderman Moreno Had nothing at this time.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.
