City of Tuscola City Council met March 11.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Alderwoman Brace was absent. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

• Minutes of the February 26, 2024 meeting

• Payment of bills totaling $684,277.82

• Pay requests (2) from Wohltman Construction: $323,942.40 for the maintenance building and $133,254.00 for the fire station

• Request from Prairielands Council Boy Scouts to hold a day camp at Wimple Park July 12-13

Morris moved to approve the items on the consent agenda. Hoey seconded. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Shoemaker moved to approve the consent agenda for March 11, 2024. Rund seconded. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Mayor Kleiss noted the individuals requesting time on the agenda were unable to attend due to illness. Council was able to look at some slides showing the alley between the properties at 608 and 700 North Parke, which was to be discussed. Kleiss added one of the properties has recently been sold and the owners of both properties would like to speak with council about the possibility of having access to the alley and being able to use it as their driveways.

City Attorney

Attorney Bequette reported he represented the Patton's on the closing of their property at 608 North Parke. The driveway/parking was not an issue and was not mentioned during the closing. The previous owner and new owner did have a discussion about the alley parking after the closing was final. Bequette went on to say this is not a conflict of interest for him. City Administrator - Absent

Ordinances

Hoey moved to approve ordinance 2024-0-2, an ordinance authorizing the ceding of private activity bonding authority to the Eastern IL Economic Development Authority (EIEDA). Day seconded. As in previous years, this ordinance allows Tuscola, a home rule community, the ability to cede their allocation from the state if there are no commercial or industrial projects to be funded in our community. We are ceding our bonding authority to EIEDA to help with possible projects that may need funding in our area. If there are no such projects, the allocation goes back to the state. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Contracts and Agreements

Morris moved to approve a certificate required by the State of Illinois authorizing Administrator Drew Hoel to enter into contracts and joint agreements on behalf of the City of Tuscola with the State of Illinois and execute any documents which may in his judgment be desirable or necessary. Shoemaker seconded. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

The motion to adjourn was made by Morris and seconded by Slaughter. VOTE YEA* Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
