Village of Noble Village Board met Nov. 13.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Karen Totten, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Absent Carl Klingler.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve October 23, 2023, minutes. Seconded by Gary Ulm. All voting Aye.

Treasurer and Cash in Bank reports as of the end of October were presented. Motion made by Janet Pflaum to approve the Treasurer’s Report as presented. Seconded by Ashley Pipher. All voting Aye.

Leaf Collection Monday thru Thursday – Residents call Village Hall.

The Village Hall will be closed on Nov. 23 & 24 Thanksgiving Day & day after. The 2nd Village Board meeting in December has been canceled.

Village Christmas party will be held on Thursday Dec 7 6pm. at HV’s.

The Tax Levy Ordinance will be presented at the next board meeting.

The sidewalk down in the housing area has been repaired/replaced.

The Olney Christmas parade will be held on November 25. Volunteers are welcome.

Mayor Kessler talked to Danny Colwell with County about the tree by the Noble little league and he has agreed to have it taken down.

The Village Clerk mentioned a company by the name of Doxo had contacted the Village to connect with them for collection of utility payments. The Village currently uses CourtMoney, doesn’t think connecting with several companies would be beneficial and may cause more work for Both Clerk and Treasurer.

Richland County amongst other counties are currently under a Burn Ban until further notice.

Update was given on Bass property (136 W. Locust St.), the Attorney has issued 2 tickets (one for high grass and one for the unpaid water bill) and a court date is scheduled for November 28.

Mayor Kessler met with Village Auditors to discuss the Tax Levy and with 2 years of accumulated funds in IMRF, Social Security and Unemployment Insurance, made the decision to not increase. An estimate was given of a 5.3% decrease from last year and total Tax Levies of $83,250.00. The Tax Levy Ordinance will be presented at the next village board meeting. Motion made by Paul Summers to approve the estimate for Tax Levy 5.3% decrease (from previous year) and total $83,250.00 as presented. Seconded by Ashley Pipher. Roll Call Vote Taken, All voting Aye.

There were 2 quotes provided to have a tree cut down and stump ground out: Wayne’s Tree Service for $2,550.00 and Miller Time Tree Service for $2,300.00. Motion made by Gary Ulm to have the tree at 130 Oak St. cut down and the stump grinded using Miller Time Tree Service at a cost of $2,300.00 (tree down and cleaned up $2,000.00 and stump ground out $300.00). Seconded by Ashley Pipher. Roll Call Vote Take, All voting Aye.

Motion made by Gary Ulm to reimburse Richard Clark for the purchase of 15 150th Books at a cost of $269.17 and no further orders are to be placed without coming before the Village Board. Seconded by Ashley Pipher. All voting Aye.

Mayor Kessler informed the Board that the State guidelines were changed for the minimum of sewer rates for a 5000 gallons usage to $36.63. Currently the Village charges $33.75 for 5000 gallons and that falls short by $2.88. Upon further discussion and with the Village of Noble applying for a grant it was a necessity to increase sewer rates. Motion made by Paul Summers to increase sewer rates by 10% immediately and 5% yearly for the next five years. Seconded by Gary Ulm. Roll Call Vote Taken, All voting Aye.

Motion made by Paul Summers to pay bills. Seconded by Ashley Pipher. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:34 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until November 27, 2023, at 7:00 p.m. at the Noble Village Hall.
