City of Tuscola City Council met Oct. 10.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Brace, Morris, Rund, Slaughter, Waldrop, and Mayor Kleiss in attendance. Day, Hoey, and Shoemaker were absent. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

Minutes of the September 25, 2023 meeting

Payment of bills totaling $1,572,868.64

Mayor

Mayor Kleiss read a thank you note from the homecoming parade committee thanking the city for their assistance.

Mayor Kleiss referred to slides while explaining the progress on the downtown green space area. Rund suggested a possible ribbon cutting next spring for the opening of the green space area.

Resolutions

Mayor Kleiss presented a resolution for council consideration. The resolution concerns enacting changes to the City of Tuscola personnel policy due to the recently passed Paid Leave for All Workers Act passed by the General Assembly. The law requires every employer to provide at least 0.025 hours of paid time off per hour worked and goes into effect January 1, 2024. Administrator Hoel explained this will apply to pool, summer, library, and other part-time employees. Since part-time employees normally choose not to be scheduled rather than use paid time-off, this will likely mean an additional payment to each employee for their accrued time-off at the termination of their employment. Annual cost to the city is estimated at approximately $4,500. Morris moved to approve resolution 2023-R-3 a Resolution Enacting Changes to the City of Tuscola Personnel Policy. Brace seconded. VOTE YEA* Brace, Morris, Rund, Slaughter, Waldrop.

Other

Mayor Kleiss read a letter of resignation from Marketing Coordinator, Anna Nelson, effective October 25, 2023. Mayor Kleiss thanked Anna for her service to the City and wished her luck on her new endeavor. Slaughter moved to accept the resignation of Marketing Coordinator, Anna Nelson, effective October 25, 2023. Morris seconded. VOTE YEA* Brace, Morris, Rund, Slaughter, Waldrop.

Mayor Kleiss stated that Angie (Mary A.) Gordon has agreed to fill in as needed at City Hall on a part-time basis at an hourly rate of $23.01/hour. Waldrop moved to approve the appointment of Mary A. Gordon as a part-time city employee at a rate of $23.01/hour. Rund seconded. VOTE YEA* Brace, Morris, Rund, Slaughter, Waldrop.
